LETTER SENT TO CONTRA COSTA COUNTY INCLUDING POLICE ACADEMY

Dear Contra Costa County:

We need to talk.  When I was in this "Celeste Guap"s" same shoes myself back in 1984, and the LAPD was trying to also silence me about what I knew about police involvement in sex trafficking, I don't mean having sex with underage hookers, but I mean actual involvement in domestic sex trafficking - one of the places they sent me during my harassment and trying to "frame" me somehow, someway, for a conviction of some kind - was to ship me off to Contra Costa County on a fake charge there.  

So the kinds of things that has been going on with people like Celeste has been going on at least THIRTY FOUR YEARS now by my count.  Let me ask you something - if you are a minority juvenile Hispanic female living in this part of the country and a male uniformed cop just simply "asks" you for sex while your mother is a 911 operator whose very job depends upon her continuing to be in the "good graces" of the police - tell me if that is not another form of "coercion" where this girl might not only be tempted to say "yes" but even to act like she "wanted it" in order to protect her mother's job?

I heard recently of a training provided to police cadets about the type of pimps who are often found on Backpage.  That of the African American pimp.  Now I know California police cadets are trained what to do when an African American street pimp needs to be found, arrested, convicted, etc. by listening to a public radio broadcast I heard recently about this training provided by "Game Over" to cadets on how to take down such criminals - but let me ask you another question - have you provided trainings for your police cadets, and other related agencies like the sheriffs' office on what to do when the person who is involved in sex trafficking is instead:

1.   Joohoon David Lee
2.   Chris Butler
3.   Kemp Shiffer

I ask you this because Joohoon David Lee was actively bringing women over to this country from China through LAX using his Homeland Security badge and connections while also serving on the local sex trafficking task force for this region as well as Immigration.  Not one of the training materials I found for LAX personnel included what to do when a man like that was walking his victims right past LAX security.

I know that because when I tried to report what victims of his were telling me to these authorities no one had a clue how to even respond to my calls, let alone what to do about the guy.  I do know someone told him about my calls because he switched over from bringing Chinese women into this country to Korean women instead to throw off the trail so to speak and further try and convince anyone talking about my calls "oh that Jody is just crazy" as predators do by the way.

After not getting anyone to listen to me about him for YEARS, all while he was running around the trafficking field in this region talking about "don't listen to Jody - she's crazy" as the chant goes for anyone I've tried to get brought down for sex trafficking here in this country - I finally managed to get the people over at the Office for Professional Responsibility to open an investigation into what he was doing.

Now during the time Joohoon was actually involved in trafficking personally - he was having to also appear to be "doing his job".  This meant falsely framing an entire family who were completely innocent.  This family is reported to have contacted Joohoon's boss at Homeland Security about the situation where they were told supposedly "yes we know what he's doing but there's nothing we can do about it".  This was told to innocent people right here on American soil mind you while I couldn't get anyone to help me with the victims clear back to "Operation Dollhouse" in 2007.

This man was driving a limo up to his sentencing hearings while working for CLS Limo owned by Charles Horkey.  A man who also was found guilty of sex trafficking, as well as crimes of drugging his patrons while maxing out their credit cards.  Men he targeted who were frequenting massage parlors, strip clubs, and other venues where he could easily attempt to blackmail them out of filing charges by reminding them of where he'd picked them up to have this happen to them.  

A man who shared a lobbyist with a group called the "Cupcake Girls" who were brought in to try and make it appear again this man was actually "doing something" about sex trafficking while in reality not by people who would back up his false stories.  A lobbyist who then went to the Nevada legislature to get a law passed that would take women with prostitution convictions and allow them to have it overturned with a judge's signature allowing them to go get a brothel prostitute license to work in Nevada I should add also to the outline here of what happens when the issue of sex trafficking is being worked on by groups who are actively shunning our program in the process because I'm wanting to show you a pattern here.  

Like Chris Butler's situation.  This man was an ex-cop of 20 years who went into private investigation.  He opened his own company and even went on the Dr. Phil show explaining that he hired sexy "investigators" to do "husband cheating stings" when there was a deeper, darker reason why he was hiring these women.  In reality these women were coming onto wealthy businessmen and then drugging them at bars.  After slipping them drugs - the men were invited "back to their place" for sex.

Only when the men would set foot in their cars to do so, another "friend" of Chris' who was an active duty cop would be there to stop the man, DUI test him, and then finding he was in fact under the influence, along with a hot lady in his car, threaten to arrest him for a DUI knowing he would object because he wouldn't want his wife to find out about the woman in the car.  Neither his boss about a DUI with a hooker in the car.  Making the man vulnerable to paying a bribe to the cops doing this.

What did Chris get out of feeding these victims to bad cops?  He was also running his own prostitution operation.  He owned some massage parlors where he would take women he knew weren't undercover police because they'd been arrested previously to work in the place.  Then he'd obtain drugs through the evidence lockers brought in by his other cop friends and resell these drugs through his massage parlor using his prostitutes as the mules and dealers just in case anyone was caught on an undercover video or sting operation.  

This way he also avoided anyone getting caught through any undercover investigations the Attorney General's office may have tried to get done against his operation which spanned quite a few states for many years I'd like to add.  Especially since they used other cops, sheriffs, and marshals' cars to transport the drugs, guns, stolen items, and even the sex trafficking victims while avoiding anyone being stopped by a cop who wasn't a part of their operation while transporting these items.  If they were stopped - then a simple "I'm taking them in" would answer any questions and they'd move on.

I had gone to a lot of effort to try and get Joe Conforte arrested who used to own the Mustang Ranch in Nevada.  Thinking back to Al Capone - the only way  I could think of getting him arrested was through the IRS.  Which through a madam I had helped to get clean and free of him - we were able to get his "real" books to the IRS who then came down and took over control of the ranch from him.  

I thought this would allow us to get the women being trafficked against their will out of there with him gone.  Especially with the control Joe had over local police and politicians.  Remember, this guy shot a famous boxer down in cold blood in front of a cop and didn't spend one day in jail nor even get arrested over this murder.  Victims of his were drug back to the ranch by cops using the "curfew" laws that exist in the cities where these legal brothels operate.

Little did I know that an ex-cop named Kemp Shiffer who had become an IRS agent would realize that the legal age for sex in Nevada was 15 years old.  Something important for a California pedophile to know about.  So following the "law", Kemp started transporting juvenile females from Oakland, California to the ranch and using work permits obtained to work in the "restaurant" for 16 year old girls - putting these girls inside of those legal brothels at ages too young to even legally vote, smoke or even drink alcohol or smoke a cigarette I'd like to add.  He would get many of these girls out of group homes who had no parents or adults to object also who didn't know what he was doing while talking about how he was "going to get them a legal job" to get them into his car and signed out to his control.

All perfectly LEGAL I'd like to add.  Which is why when I went to the IRS and the police about it originally they said there was "nothing they could do" about it other than fire him from the IRS.  So he was able to continue what he was doing for another 11 years before he was finally arrested for sex trafficking.  For 12 years of doing this - he was given a two year sentence by the way for his crimes against these girls. 

No effort was made to contact all 12 years of his victims either nor to contact the cops who were arresting these juveniles as prostitutes and giving him "tips" as to who would be good women to target once they knew they weren't "undercover police" who might turn them in for what they were doing.  Young girls on probation who could be threatened into not going to the press also by the way with threats of dragging them off to jail on probation violations.

For years after I started Prostitutes Anonymous later renamed to Sex Workers Anonymous in 1995 - I had the full support of police departments I'd like you to know.  I say that because the first alternative sentencing and diversion program we put together in Los Angeles county was done under the full support of then mayor Tom Bradley, Sheriff Block, Chief Gates, and California Attorney General Edwin Meese who was working on the Meese Commission back then trying to help what was happening to the porn industry back then.  

We had great success with that program and it led to us creating the first outreach teams to the sex industry to address the HIV/AIDS epidemic.  That was so effective that within one year we had reduced the infection rate among sex workers from over 80 % to 6 % which was lower than that of the "non-sex worker community" I'd like to add.  We were the people who even got the porn industry to voluntarily start making "safe sex" films to try and lead the "consumers" to wanting to practice safe sex because of the fact we too were once sex workers ourselves. 

In fact, an ex-porn star back then was made a doctor and the AIM Clinic was opened to provide HIV/AIDS testing to the porn/sex industry exclusively because the industry was reluctant to use the same facilities for testing as "non-industry" people.  I say that because that clinic was able to stop some serious STD and HIV/AIDS  outbreaks over the years while they were open before they were shut down in my opinion by people who deliberately set out to get them shut down because of their knowledge of who was who in the sex industry and because they were a trusted point of contact within the industry.

I say that because our group underwent the same type of attack, smear campaign, etc., about the same time as the AIM Clinic, and many other points of contact within the sex industry did at the same time.  Why were we attacked?

For reasons I believe the Celeste Guap case illustrates well for one thing.  For another, because a lot of money was being prepared to be sent out and cut up to help "sex trafficking victims" and the last thing certain people wanted was to have people like myself and Dr. Mitchell involved on those trafficking task forces.  Again why?  Again back to the story of Celeste Guap as your answer.  Because there were a lot of people who didn't want victims to be able to get to us mostly who weren't being controlled by these people trying to silence their victims.

That or even their "guilty conscience".  I want to tell you a quick story about that ground breaking alternative sentencing program which was launched in LA back in 1987.  The Mayor said to get things going we had to get the approval of everyone on every public office such as probation, parole, social services, mental health, the CDC, the prison, police, etc.  He said once I had a letter from each office agreeing to work with us as an "alternative" method for these victims to get help instead of treating them like criminals - we would start the process.

Everyone immediately agreed that getting these victims into services and counseling was preferable to treating them like criminals and carting them off to jail.  Everyone EXCEPT the man who was the head of the Probation Dept.  I couldn't get him to answer the phone and tell me why he was refusing to sign the letter either.  So I got into my car and drove two hours to Downey to knock on his door and ask him what the problem was.

When I got there, he got onto the phone with me and said he "didn't agree" with the idea and he tried to brush me off.  Being how I am - I pushed into his office to demand to speak with him in person about his objections.  When I walked into his office and faced him - I immediately knew what the problem was.  This man had been a "regular" of mine for some years when I myself was a prostitute.

I closed the door and said to him that he of all people should be supporting getting these women into services instead of sending them off to jail being as he saw the kinds of things going on with them.  I asked him why he would object to this program.  His answer was simple - fear of discovery about his activities.  I assured him the last thing we wanted to do was this and he had our discretion of course.  This allowed him to sign the letter and for our program to launch.  

Only I'm dealing with his type of guilt now all over the state and country.  I can show you case after case after case where a judge, a prosecutor, probation officer, and all of the above in some counties are involved as "consumers" of these victims who don't even view them as victims because their conscience won't allow them to.  You would be surprised at the lengths I've heard these men go to in order to convince themselves the women they were seeing were not being victimized by pimps and/or traffickers because they just don't want to see themselves this way.  Even now I'm sure you'll be hearing from men who will justify their behavior by saying things like "Celeste asked for it" or "consented" or "look at her - does she look like an underage girl", etc., to justify what they did.

Which was to remove the ability of a victim to be able to call the police for help by these actions.  Not just by what you're reading about in the press either - but also by excluding our program from their trafficking outreach efforts for whatever reasons they've been handing out to cover up the simple reality of why they were really excluding us from a party we threw to begin with back in the 1980's.

Now I'm speaking to police, and other agencies, on a regular basis who are in a terrible quandary.   I bring this up for a case I can refer to going on in Florida where some guards are responsible for the death of an inmate.  The guards who blew the whistle on their actions were subjected to horrible retaliation.

I want to point you to this case in California where a witness was "lost" for 3 days in the jail.  The only officer I know of who was prosecuted in the matter was the one who brought this victim a phone to call for help.  I know that since our program was taken out of the loop of being connected to anyone coming out of sex work and allowing us to help to determine what type of services they needed because victims were going to be more open to us than they are with the authorities - I myself have found myself being completely shut out of being able to go to the authorities myself with information the victims are telling me about.

I want to point you if I might to this case recently in Irvine where two women were arrested in an international sex trafficking operation.  I want you to know I knew about those women years ago, and I also know they are not the top of the food chain based on what victims have told me.  I want you to know that I started trying to go to the authorities about the operation back in 2006.  Only I found myself being so shut out of law enforcement circles by people within the force trying to cover their own ass, officers like Officer Armendariz out of Arizona as another example, that its one reason I brought in a reporter to help us expose not only Chris Butler, but also "Operation Dollhouse" clear back in 2007.

So those women in Irvine not being arrested until a few months ago is another result I can show you of what's happened since these predators and "johns" were allowed to shut us out of the process here involving sex workers and "victims" of not just pimping, but sex trafficking.  A difference not being taught to your academy cadets currently because of again many men trying to "cover their own ass".

Another problem with this whole issue being left as it is - is that I've been getting an increasing number of phone calls every year from good solid decent cops, sheriffs, marshalls, and other law enforcement officers who are telling me they're leaving the field because of again cases like what's happened in Florida and this other "lost witness" case are illustrating - that the people who seem to be getting attacked aren't the criminals - but instead the "whistle blowers".  If anyone has seen films like the "Departed" then you know how hard it is right now to be able to even get a case investigated properly against someone like Whitey was because of the level of corruption within the system true - but it's more than that.  

The case of what Charlie Sheen was hiding, and the money he spent, and the influence he's had on California's treatment of prostitutes has been profound because he's had a lot of money and celebrity to back up what he was covering up for years about his HIV/AIDS status.  I say that because I believe he was one of the reasons behind the push to stop arresting juveniles for prostitution in California.  In fact, I think a lot of people who are again like those who victimized Celeste jumped on the bandwagon when it came to a good sounding idea to "stop arresting these girls" supposedly to "help them".

Not true.  First of all, it's only when they're arrested can they be tested for HIV/AIDS and their medical records made public so that statistics can be gathered on the amount of them infected for one thing.  Numbers which funding for services is completely dependent upon I"d like to add.  I'd also like to add this was supported by the AHF led by Michael Weinstein who I believe was supporting not having juveniles arrested and tested for HIV/AIDS again for political and financial reasons that had nothing to do with HIV/AIDS.  

Because we don't have any statistics for the numbers of juvenile prostitutes who have HIV/AIDS - then there's a great excuse here to not talk about the fact I'm now seeing numbers of sex workers, both adult and juveniles, across this country who are infected with this virus, and other STD's, GREATER than I used to see in the 1980's I'd like you to be aware of.

I believe the push to stop arresting them had more to do with the fact that once arrested than an investigation starts.  An investigation into who might be pimping and buying them for one thing.  An investigation which men like Charlie Sheen didn't want to come out in the press - as well as the men involved in this Celeste Guap case either.

Meaning that the "good old seasoned" cops who used to be able to take a cadet under their wing and help them out if they were to see another officer involved in such things as this Guap case reveal to us - are telling me they've been leaving the force for some time now in record numbers also because of how "upside down" things have become for a while now.  Again, I want you to think about the culture that men like Joohoon, Chris and Kemp have created in California alone over the last 20 years that all went into this Guap case happening.

A culture that needs to change and one that to change is going to require "re-involving" us with the issues here.  I say that from ground zero to witness protection also because of the way she was handled by victim services even being completely wrong.  This woman at no time was provided with access to ANYONE  who understood that the police force was going to be against her from the gate.  Including a series of events which happened which I believe was her being framed by these same men trying to cover their ass, and also a system trying to protect itself from her lawsuits, who were not putting her best interests FIRST.

Which is another reason why I believe our program was cut out of the Victim Services loop because otherwise there's no way she would have been allowed to be put on that plane as she was to Florida otherwise.  I would have stopped it immediately, and I would have put her instead into a local treatment program we use on our members we have come to know and trust over the years as having the services, staff, etc., who know how to properly treat someone in her situation as to her best interests.

I also think we need to open up a dialogue about what we're going to do in order to start training police officers about what to do when they see someone like Chris Butler in front of them not only involved in crime himself - but also then trying to suck them up into the whole thing as Chris did also.  I can show you grown active duty cops he had terrified of him - and then I ask you what you think prostitutes were feeling about the guy if grown active cops were scared to death of his power?  I can assure you that because there was no safe system in place for witnesses to what he was doing - that's why someone went to the press first about him to get something done to shut him down.

Again things have to change.  Just replacing people isn't changing anything as I think Mayor Libby might have learned after the 3rd guy she made Police Chief who had involvement with Celeste.  Things STILL aren't changing either.  I know my phone's not ringing about it.  I know that when we tried doing our own outreach campaign into the Oakland, Redding, etc., areas back in 2011 - we got so many threats by active duty police officers to myself and our members I had to call off the whole operation.  The problem with that is also this - would you  like to know how many young women have gone missing in that region who are suspected sex trafficking victims now?

Women who I might have been able to find if not for the threats and interference.  I say that because BEFORE, when we were actively working WITH law enforcement we used to find young victims in HOURS.  Routinely.  Not once in a blue moon.  We in fact had found so many juvenile victims through our hotline and our connections that a film was made about one of those case histories called "Fighting for my Daughter" with Lindsey Wagner playing a mother who had called me for help finding her daughter being held against her will by a pimp up in Canada.  A film made in 1995.  So yes there was a time when "working together" WAS WORKING.

So I'm writing you today to find out what can we do to open up a dialogue here?  I'd like to open up a dialogue about coming in preparing some trainings for these various offices on what we know about modern day domestic sex trafficking, not just "pimping" but actual organized sex trafficking operations.  The difference to us being the difference between that of a lone criminal who hangs out with other criminals vs. that of organized crime hence why the RICO Act changed things.

The Trafficking Act of 2000 also changed things but because this was like alcohol in that it was something the system/officers also partook in and were involved in also themselves - it's been a challenge for us to create a system where instead of looking only to the "outside" for the criminals in this issue we have to look at EVERYONE.  Including men with badges and offices as public defenders and on the bench even.

Which won't be accomplished by victims/survivors who are being put out there by groups trying to get federal grants I can assure you.  They won't want to risk the kind of "displeasure" talking about these issues 100 % honestly is going to bring down on them.  They won't risk their jobs nor their grants by being as honest as we need them to be in other words.

I'm not trying to get promoted.  I'm not trying to get a grant.  I'm not trying to organize a fund raiser.  I'm not trying to get a job.  The ONLY thing I'm concerned about right now is to make sure things like what happened to Celeste Guap, and others like Margo Compton, do not happen again.  That victims start knowing they can call the police for help - and not think their only options to find help is to go to the press like Celeste Guap did, as did the victims involved with Eliot Spitzer when his tape was leaked to the press for that reason.  I mean how does one get help when the person you have to get to help you is the prosecutor himself?  That's why those tapes were leaked about Spitzer starting his press attack - the victims didn't know they could reach out to us in other words and get help that way by bypassing him entirely.

You need more good cops.  Which you're losing I can assure you because many are seeing this type of corruption and abuse and feeling they have no recourse to do anything about it, and to protect themselves, they leave the force entirely.  I can point you as one example to a man like Claude Arnold.  That man was making amazing, good, solid, powerful arrests into powerful trafficking figures in this region of southern California and then WHAM!  Suddenly he's out working for an auction house?  I can't speak for this man personally - but I can read those news clips and I can see what happened there plain as day.

So I'm writing to your offices again hoping now with time you've started to see why we need to start talking to each other for one thing.  I'd like to set up some kind of workshop or conference where we can all sit down and talk about these issues together as a team about what can be done to change things. 

I'd also like to talk about some trainings I used to do for the police academies and other "in services" i used to do to help raise awareness about what sex trafficking looks like, how it operates, and also what to do about it when finding it, even when it involves someone these people work with.

SWOP'S IDEA OF A "MEETING" FOR SEX WORKERS

For those of you "old timers" in this community, you will remember that I've had a long term relationship in the past with both Sex Workers Outreach Project, otherwise known as SWOP, as well as Tits & Sass the blog.

Why?  Because SWA wasn't designed to get people out of the sex industry.   We were designed to help people get out who needed help to do so and couldn't get it from traditional sources like calling the police for help.  We were also designed to provide "alternative sentencing" for victims of sex trafficking who were being convicted as criminals - so they could come to our meetings instead of being forced into a jail term because of mandatory incarceration laws.  Remember, American women didn't have federal recognition they could even BE a "victim" until the Trafficking Act of 2000.  Up until then you were viewed only, and totally, as a "criminal" by our legal system.

Our hotline and program was instead designed for women like those who were being forced to work for DEA agents who owned a strip club in New Jersey.  I ask you - who do they call for help if they're being raped, trafficked, pimped, exploited, or otherwise abused by men with badges?  

Especially when back in the 1980's THEY are the ones viewed as "criminals" by the legal system - NOT the DEA agents.  There was a presumption that anyone who is a stripper is a "criminal" whereas when it comes to a cop, FBI agent, or DEA agent you then have the presumption they're not.  It slants the playing field for every minute prostitution is illegal in this country.  http://nypost.com/2015/05/20/dea-agents-secretly-owned-strip-club-with-illegal-immigrant-dancers-feds/

I myself was in that situation where I was being forced to do things illegal and dangerous I didn't want to do by men who were CIA, FBI, DEA, and also local cops in LAPD.  Some of those cases became the infamous RAMPART cases.  Others like mine were such I knew I'd never make it alive to testify in a court room so I instead created a "safe house".  It was I later learned the first safe house for adults in this country for what is now called "sex trafficking victims".  You can read about it at www.hightechmadam.com

So, how would I know if someone needed help?  They're going to call me for help?  HOW?  Again, take a look at the situation of these women being trafficked and exploited by those DEA agents in New Jersey.  Can they call me for help with the language barrier?  How would they know they could call our hotline for help?  The owners of the club are going to tell them?  

They're kept isolated in lives where they're supervised 24/7, being shuttled from home to the club daily.  I've got an interview from a victim like this who talks about how it took her a year just to get her traffickers to trust her enough to go to the store by herself at www.leavingtheliferadio.com

Meaning to me I think the whole premise of the Polaris National Trafficking Hotline is like a government "oxymoron" like "government intelligence".  I ask you how does a victim "call herself" for help when she's going to be under constant surveillance by her traffickers or pimp?  I know I didn't have any privacy when I was in that situation.

SO for years I relied upon phone calls from people in the community who knew I wasn't going to involve the police UNLESS that's what they wanted.  Referrals to us of sex workers who needed help of some kind used to come from sources in other words like SWOP or even the Tits & Sass blog, The Erotic Review, Redbook, Rentboy, and other such sites and people who have now all been busted and otherwise shut down.

Usually groups die when their founder does.  I mean look at Gabriella's work in Columbia as a case in point.  Since she died of cancer, everything started dying off in her group/work. http://www.akissforgabriela.com/?page_id=2742

But SWOP has been growing, flourishing, and for some strange reason chasing anyone who is a friend of mine, or has anything positive to say about SWA or myself right on out of their group and social media.

In fact, after Robin died, they at one point were even offering grants of $500 to "organize a chapter".  If you were verified as a sex worker by another sex worker, they were giving out $500 to cover things like refreshments for you to organize a local chapter of sex workers.   This was so you'd invite out local sex workers to come out for coffee, meet and greet, and get to know each other.  I was floored.  I mean let's all be bank robbers and put up an announcement on social media "hey the meeting of bank robbers is happening this weekend - come on down".

I still can't believe my eyes here what I'm seeing.  I moved to Las Vegas in 1996.  So I have lived in Las Vegas since 1996.  I'm a recovering addict so I'm "in the rooms" all the time in this town.  Anyone coming into recovery who is also a sex worker is usually told by anyone with any time in the rooms "you need to go talk to Jody".  

Why?  Because they know I run Sex Workers Anonymous and I've been clean since 1985.  They also know I sponsor a lot of men and women in this town who get, and stay, clean.  So many that I have a weekly meeting of just my sponsees where we get together and work on our step work.

So I got to tell you when I started hearing about THIS - I was wondering "wtf?"


Mind you when it comes to "recovery from addiction" for sex workers - I get referrals from the local mental health center, social workers, the local treatment centers, local therapists, and other old timers in other 12 step programs, and the list goes on in Las Vegas of the referrals I get.  By the way, no I don't get referrals from people who are trying to stay clean while STILL working in the sex industry.  

Why?  BECAUSE IT DOESN'T WORK.  Not during early recovery it doesn't.  You take someone with a week or month clean or sober and you put them in the industry and no they're not going to stay clean.  I won't engage in "insanity" when I know you can take a delicate "newcomer" and expect them to stay clean while undergoing the stresses related to the sex industry.  

Is that the "sex industry" only?  No it's not.  But if my sponsees, or people I work with in early sobriety, weren't getting, and staying, clean then I would understand the need for this meeting.  The thing is - I haven't even HEARD anything about this "meeting' in the rooms.  In fact, I don't know of one single "old timer" connected to some meeting on Saturday's for sex workers to "focus on their recovery".  

So I"m curious.  What's going on?  Who is running the meeting?  Why haven't I heard anything about this in the rooms of AA or NA?  Why didn't someone let me know about it so I could support the meeting?  I run a hotline based out of Las Vegas so if there's a recovery meeting going on in town then I need to know about it to provide referrals properly.  

For these reasons, I reached out to the person holding the meeting to find out more.  I was then BLASTED with an attack back.  Threatened, insulted, lied to, not exactly very "recovering" way of acting towards another recovering addict mind you.  So I got even more curious, especially when they tried to lie to me and say that posting the address, date and time of this meeting was "not a public notice" because it was "on social media".  Especially when everyone knows the courts have now ruled that something like Twitter IS "public".  

So I went to Google maps to see what this address was and look at this:

I would NEVER EVER hold a meeting labeled for "sex workers" at such a location and I'll tell you why.  Notice how you can see the license plates on every car in that parking lot for one thing.  For another, you can see anyone getting out of their car and going into that building clearly while standing on another public street.  Meaning you can be standing there as long as you want watching that building from a public street and not even a cop can come and move you off that property.  Even if you're standing there with a camera taking pictures.

I also would never label a meeting for "sex workers" either because in the eyes of the law it's the same as saying "bank robbers".  In other words, it is "probable cause" for law enforcement to get a warrant to surveille this meeting for information on criminal activities.  For another, for someone involved in illegal activities to host a meeting with another person in criminal activities under the law it's considered a "conspiracy".  Under the Patriot Act, it's illegal for members of an illegal activity to get together to talk about that activity by itself.  

I know this because in the 1950's addicts going to Narcotics Anonymous meetings used to get arrested for going to meetings.  Special laws had to be written to stop that which are on the books.  But the law states you are allowed to go to a 12 step PROGRAM, not a meeting, but a PROGRAM, and have the cops leave you alone.  If you look at the announcement for this meeting - it's an SWOP meeting if anything.  It's not a separate, distinct, "program".  All the more reason this meeting is not exempt from a search warrant, surveillance, or even being considered as being a meeting where people are "conspiring" which doesn't require any physical evidence of anything illegal for the people at this meeting to be arrested.  

THIS meeting is A COP'S WET DREAM.  Especially in Nevada now that AB67 has passed allowing the cops to videotape and surveille any thing that they "believe might involve sex trafficking".  The meeting was announced in a public forum, Twitter.  Plus you can watch the meeting, and who comes to this meeting, from a public street, even taking photographs.  No one can tell you that you can't stand on a public street and take photos.  

The courts when it comes to "confidentiality" are very clear that anything in the "public view" can be videotaped without the parties consent.  ESPECIALLY in Nevada where it's only a "one party"  needed consent to record anything.  

Meaning in 1000 years I would NEVER EVER host a Sex Workers Anonymous meeting, or even a meeting of my sponsees at any meeting set up like this one is.  I wouldn't be up at 10 am on a Saturday evening nor do I know anyone in the sex industry, or even retired from the industry, who would be up and around on a Saturday morning.  Telling me whoever put this together can't possibly be someone who used to be in the sex industry, or even is, who is in recovery and clean.  No recovering addict who used to be, or is in, sex work would have a Saturday morning meeting.

Especially since most sex workers I know in Vegas have kids.  I'm not going to say where we have our meetings, but I've had to make accommodations for everyone's kids at our SWA meetings.  My daughter has grown up knowing "her job" is to entertain the other sex workers' kids so the moms can talk freely.  I don't even see any type of place where the kids can go and keep themselves busy.  Another reason why I usually have our meetings either when the kids are in school, or after they go to bed.  If I don't, then I have to hold the meetings at places like Chuckie Cheese so the kids can play while the mom's talk.  

This whole thing illustrates why anything involving a certain community should INVOLVE that community.  I have quite a few "sponsees" in Nevada and I can assure you there's no way any of us would be getting up at 10 am on a Saturday morning for one thing.  For another, the place isn't set up to help us watch our kids, nor at a good time where the kids are in school.  Most of them are working Friday or Saturday, and their husband's are home on Saturday's also.  It's why I don't host any SWA meetings of our program on a Saturday anyway.  Haven't in over 20 years.  

I asked around the local "old timers" in AA and NA and they don't know anything about this meeting.  The person behind it told me that I was only curious because I wanted to "be relevant" which is insane being I asked because I'm in recovery and I need to know about meetings for the purpose of our hotline.  They also tried to deny this meeting is one that's too "public" in my opinion to host sex workers in recovery.

Let me tell you about REAL sex workers.  If some people even find out you're in porn, stripping, let alone prostitution - you're liable to get Child Protective Services at your door wanting to take your kids.  Were you arrested for anything?  No.  Doesn't matter.  The current systems in this country view a sex worker as an "unfit' mother.  Men are suing for custody over this constantly on that ground and winning.  I see CPS taking kids right and left from our members who aren't doing anything even illegal.

I know of a woman who took a cab home one night from working as a stripper.  The cab driver then swung back around after work, broke into her home and then RAPED  her.  If she had not had a gun in the house who knows what the guy would have done to her.  

Look at the way the public reacting with War Machine attacked Kristy Mack who resides in Vegas.  I have watched as 1/2 of her social media attacked her after that attack, and I have watched HORRIFIED as Jon's attorney went after her like she caused that attack.  A treatment I don't think she would be being subjected to if she was a secretary or a cashier somewhere.

REAL SEX WORKERS know there are DANGERS in just anyone knowing who you are, where you are, and especially to match a photo of you with your license plate and car make and model.  Anyone can run those plates and maybe even find out where you live.  Unlike California, Nevada requires you to list a home address on your plates and doesn't give you the legal right to protect that information in case you have stalkers.  

So who in their RIGHT MIND would put something out on social media saying "hey boys the hookers who are also coming off drugs are going to be at this address at this time come on down"?  

Certainly not anyone who has our protection and best interests at heart.  I know I go to a lot of trouble to find locations for our SWA meetings.  I have to scout for places where parking is "off street" and can't be seen from the street for reasons this meeting illustrates here.  I have to find ways to make it NOT apparent or obvious they're coming to our meeting like how for years I had one of our meetings in a public library.  This way if anyone was being followed it appeared they were just going to the library for a book.

So trust me - information on who you are means money to some people.  Clearly someone is also trying to make sure they control your environment also if they're hosting a 12 step meeting about recovery when none of the old timers in this town know anything about this meeting.  

PLUS I'M ONE.  I am not only an ex-sex worker, with lots of friends still in the industry, working with our kind daily, but I'm also in recovery for years now and I reach out to these people and they ATTACK ME?  Threaten me with legal action and lawyers?  INSULT ME?  Okay if this is for real - that's the kind of recovery you want?

By the way, if you think there aren't people trying to identify personal information on people who are sex workers - think again.

WHISTLE BLOWING AGAINST SEX TRAFFICKING

I didn't start our hotline for www.sexworkersanonymous.com without a great deal of legal research first.  You have to understand back in 1987 sex trafficking of American men, women and children was NOT illegal on American soil.  YES "pimping" and "pandering" was but NOT "sex trafficking".  

Remember, the term "sex trafficking" wasn't even INVENTED as of 1987.  I want you to think back to the 1950's.  Back in the 1950's if you were trying to report mob activity to the police they had no idea what you were talking about.  OFFICIALLY the very idea of the "mob" didn't even exist back then.  

It didn't exist  "officially" until Joe Valachi came forward with his book validating it was real.  It was THEN that recognition was given federally, laws were written, and then Rudolph Guiliani formed one of the first task forces to go after mob figures who would otherwise have gone without prosecution.  

All of which was then introduced to the American public with the film "The Godfather" to basically announce to us that the mob was in fact "real".  

In other words, the "mob" didn't exist back in the 1950's.  Nor did the term even.  There were government agencies who would even say to you back then "there's no such thing as the mob".  We accept the mob now as a real thing in our society, but back in the 1950's they did not.  

Sex trafficking is the same thing.  I invite you to watch again this opening sequence of "Enter the Dragon".  I believe had Bruce Lee lived, I think he was trying to tell us something.  Please note the victims in his film were AMERICAN women being held by CHINESE women.  If you watch the whole film you'll see that Bruce "mistook" the Chinese women for the victims but instead they were the daughter's of the head trafficker.  This distinction was not an accident.  I believe it was trying to illustrate a point. 




Every single thing was true in that film as of 1973 - there WERE NO LAWS against tricking a American adult woman onto a plane, drugging her, and then selling her as a sexual object to someone in another country.  Not if she was an American over the age of 18 years old - there was NOTHING you could do legally to stop it unless you could maybe prove something under existing laws like kidnapping.  Were the victims in this film being "pimped"?  No.  They were being SOLD.  There is a difference in many ways.  

The SAME difference between the "mob" and a "criminal".  Let's say you're being abused by an abusive husband.  You have him arrested and problem solved right?  

The same with "pimps".  Get him arrested and your problem is solved.  

HOWEVER, with an organized sex trafficking ring if you get one person arrested IT DOES NOTHING TO STOP THE MACHINE.  Meaning you could be killed in jail.  You could be killed by a bad cop on your way to testify.  You could be killed in another state entirely like in the Margo Compton case as an example.  http://www.sfgate.com/news/article/When-Jailbirds-Sing-It-was-the-pure-savagery-of-3018647.php

Which her case beautifully illustrates the distinction between the two and why I started pushing for laws about this sort of thing back in the 1980's. For those of you who don't know what I mean - here's a news clip on her story.   Her specific traffickers connected to the Hell's Angeles were already in jail - but the others came and murdered her and her twins in another state.

Which is WHY I make such a distinction as I do between PIMPING and SEX TRAFFICKING.   Back in the 1980's if I had a pimp I wanted to get away from all I had to do was call 911.  That's it.  There were laws on the books existing back then which not only allowed for me to get this guy arrested, but also to classify me as a victim for the things he made me do.  It would also be easy to keep me safe from him - just arrest him.  Problem solved.  However, it's not so easy when you're dealing with trying to protect yourself from traffickers.  

So laws DID NOT exist back for me, and others like me like Margo, was when we were being victimized by an organized crime ring.  SPECIFICALLY AS I WAS.  In my personal story, I had Beverly Hills police officers forcing me to engage in the sex industry at their beck and call, including serving them sexually personally, i.e., rape, under threat that not only I would be arrested, but so would everyone in my family if I didn't do what they wanted.

When I was arrested, and my mother was also, I didn't think it was right that I couldn't defend myself legally against the charges.  

Why?  For one thing the press you see on that site.   I was held on a $50,000 bail which then wouldn't take 10 %.  Meaning I had to have a friend of mine put up his house to get me out of jail.  That took two weeks to get the paperwork together.  

The purpose of me being held wasn't I was a flight risk - it was to create the media against me "tainting" the pool first of all.  It's kind of hard to prove you weren't "running a brothel" when the 11 o'clock news has been blasting the story you were for two weeks all over the world.  Including your judge and jury pool.

Then how am I supposed to defend myself?  I'm supposed to get on the stand and say "cops made me do it?"  But the cops weren't acting alone.  They were acting in unison to men from the FBI, CIA and Colombian drugs lords.

Which left me with no choice but to keep my mouth and my head down and then try to outrun people who were shooting at me for the next year trying to shut me up.  Which looking at the Celeste Guap case - nothing's changed!  This woman tried to come forward to the press about what police were doing to her.  What happened?  Same thing that happened to me.  She was taken to Florida, framed on a charge where she was held on a $300,000 bail.  Now you don't hear her giving anymore interviews do you?

I ask you why are these two women still being treated so differently?  Do you see Celeste being asked to train police cadets about sex trafficking as Elle Snow was?  No you don't because the voices of victims like myself, and her are being silenced that's why.

Now how are people supposed to call my hotline I started in 1987 when some of the things that are being done to them aren't even against the law?  Especially when it appears the only one who IS a criminal is THEM?  

Again, take a look at the Margo Compton case.  She was being forced to engage in prostitution.  If a cop had come by - guess who would have been arrested for prostitution and thus be a "criminal"?  Margo.  

Then look at what happened to her when she "blew the whistle" on who was behind her.   Our hotline would have afforded her an ability to get out of the situation entirely and I honestly think if she had she'd still be alive today.  

Which is why I have some serious issues about the National Trafficking Hotline and the way they're going about generating calls.  First of all, I chose to be a hotline connected to a 12 step program.  Why?  Was it because I thought "prostitution was an addiction"?  

NO.

That's why when you see people accusing me of such - these are people who not only don't know me, they don't know anything about our work either.  I started our hotline connected to a 12 step program for a few reasons, but not that one.  One being that because of laws already on the books because of Alcoholics Anonymous and Narcotics Anonymous - all calls to our hotline were considered "confidential".  As "confidential" as talking to a priest, doctor or lawyer from a legal standpoint.  

Meaning that if someone called me in the middle of a case, as Jeane Palfrey was involved in for an example, then I couldn't be subpoenaed to testify as to what she was told on the phone.  

Oh and by the way - no you can't just slap the title "12 step" on something and have that be guaranteed the same level of confidentiality our hotline is.  First, you have to be a "separate recognized 12 step program".  Meaning you have to ACTUALLY BE a 12 step program to take advantage of that legal protection.

WHICH MEANS you have to first get legal consent to adapt the 12 steps by Alcoholics Anonymous.  To do this, you have to develop a program - meaning you have to have literature, an explanation of what your program is "powerless" over, what materials you will use for your meetings using the 12 step intellectual property, etc.

You also have to "take steps" to ensure conversations are in fact "confidential".  Meaning you can't for example have meetings which are listed online by address, date and time, nor on flyers, nor ads - nor listed in any public fashion.  To list a meeting in a public way is no different than making something a public street - meaning you're giving legal consent to be recorded UNLESS YOU TAKE STEPS TO ENSURE that conversations between the members won't be overheard.  

Why do I bring this up?  Because some group in Las Vegas is calling itself "SWOP 12 step" and listing their meetings as being "every Saturday" listing the time, address, and calling for "sex workers" to attend the meeting.  I'm sorry but ESPECIALLY in Nevada which is a ONE PARTY CONSENT state to record - that is NOT guaranteeing any right of confidentiality for anyone attending that meeting.  

If ANYTHING - READ the NV AB67 law regarding sex trafficking.  They have the right to "tape record oral conversations anywhere they suspect sex trafficking".  Meaning you have a twitter account calling for sex workers to come to an SWOP 12 step meeting - and you're just sending an engraved invitation to law enforcement to have the legal right to tape record anyone at that meeting and the sex workers would have no recourse to stop that type of surveillance and recording under the law of NV merely because someone says "oh this is a 12 step meeting".  A "meeting" is not a "program" which one has to be in order to even begin to take advantage of the confidentiality protection afforded those who call the SWA hotline, or go to SWA meetings - none of which you'll find a meeting listed openly online for THESE REASONS.

What is this saying?  It's saying that if you were to make a complaint about criminal behavior, like sex trafficking, against a boss of yours,  then you potentially could be also slapped with criminal charges and a civil lawsuit.  That's what it means.  Something I'd like to add I don't see Polaris advising callers about before asking them to do just that - spill their guts about what they know and then they report that data to law enforcement!

I invite you to look at a case of a man who tried to blow the whistle against what he saw other guards doing to an inmate in a Florida prison.  This man saw a man basically murdered by other guards.  When he reported what he saw, and then HE was then subjected to MORE investigations than the murderers.   HE was subjected to  SIX Internal Affairs investigations while those who killed this inmate were let completely off the hook!   http://www.miamiherald.com/news/local/community/miami-dade/article1974526.html

I want you to take a look at some of the things Polaris is doing with hotel/motels.  https://polarisproject.org/sites/default/files/human-trafficking-hotel-industry-recommendations.pdf  They're training the help at these hotels to make a call reporting sex trafficking activity to this hotline.  

Let's say the cops come out and find out there IS  sex trafficking going on and in the process of doing this they find the owners of that hotel are involved.  They convict them of this.  

Guess what happens then?  

The owners can then sue that person and win.  ESPECIALLY if that person was an employee of the company they're blowing the whistle on.  

Read that article carefully on whistle blowing I have listed above here.  It says that when you are making a statement "as an employee" that this is NOT "free speech" and thus "not protected" under the Constitution.

Now how would the hotel owner know who blew the whistle?  The Polaris National Trafficking Hotline is NOT a confidential hotline in the same sense as our hotline here at www.sexworkersanonymous.com.  Theoretically, if hit with a subpoena to give up information on who made that call I see no legal ground they can stand upon to refuse.  The person who made the call IS NOT A VICTIM and therefore NOT entitled to "confidentiality".  

Has this sort of thing happened?  Yeah it has.  I have a stack of folders sitting on my desk of people telling me stories of how they were slapped with lawsuits, and even had their property taken from them, some being so attacked they had to even relocate, all because of legal retaliation by LAWYERS when they went and tried to report sex trafficking in the manner in which is being promoted right now.  

In fact, I'm talking to a man right now who is just part of a pattern I saw developing starting back in 2013 - the traffickers are literally hitting "confidants" of victims with restraining orders and injunctions threatening them with arrest if they speak to the victim again in any way.  I've gotten them myself.  I've had victims call the hotline and two days later I have an attorney threatening me with a restraining order if I take future calls from said victim.  

Only what they don't expect is that I'm exempt from such threats!  I've got a list of "confidants" of victims across the country right now who victims have gone to for help only to find themselves being hit with legal action - and Polaris is training people to "go out and talk to victims and ask them these questions"?  Seriously?  

I dare say if Celeste Guap had come to us before going to the press, she would in a entirely different situation right now than she is.  We certainly wouldn't have let those police and the Office of Victim Assistance, ship her off to that program in Florida that has ABSOLUTELY NO TRACK RECORD of effectively helping victims of her kind.  They let a guard file charges against her and drag her out of their program?  Oh and by the way I'm going to keep the light of the press on her so these people don't think about doing to her what they did to Jeane Palfrey to shut her up - so please keep talking about her case.  It's what's keeping her alive.

I'm sure no lawyer was given to Celeste when she was arrested for supposedly assaulting this guard in Florida at the treatment center to consult about filing charges back against the treatment center for their negligence in allowing it to even happen did they?  Something which if she'd called our hotline for help she would have had.  

So if you want to know some of the reasons I'm having such a problem with this - it's because I'm getting more and more phone calls from people who have tried to report sex trafficking who are winding up with lawsuits, court orders, losing their job, losing their business, and basically having their lives ruined because they tried to follow these "commercials" who are promoting that this is the way you report sex trafficking.  

It's not always that simple.

POLARIS FORUM AND GIVING UP YOUR 5TH AMENDMENT RIGHTS

Has everyone forgot a little detail called the 5th amendment in this country?  

First of all, prostitution in the USA everywhere but a few tiny counties in Nevada is ILLEGAL.  Forced or not, many of the things sex trafficking victims are forced to do are ILLEGAL.  Even if it's a matter of unreported earnings to the IRS - we're still talking a possible criminal charge here could be over one's head.

Now unless that survivor has gone completely through the legal system and it's been determined by their lawyers there aren't any possible ways they can have a case come up on them in the future, or that they may be called upon to become an "informant" in an ongoing case, there are good sound solid reasons why a survivor would want to remain "anonymous" about who they are and what they've experienced.

Do I have to remind people what happened to Celeste Guap?  She wasn't supposedly a "criminal" but a "victim".  She spoke up in the media about being a survivor and next thing she knows she's being shuttled off to a treatment center in Florida SUPPOSEDLY to "help" her.  Only next thing she knows there's a guard there claiming she was assaulted and sexually approached by Celeste and she's carted off on a $300,000 bail.  During the time she was being held, because who has $300,000 bail, the authorities say she was "offered a deal".  Anyone who has been in her shoes knows what that means - it means drop your case against the 30 plus cops who sexually raped you while a minor, and who sexually trafficked you while cops and even Chief of Police, or we'll throw you in jail!  

Celeste Guap illustrates the dangers of coming forward about being a survivor without having FIRST had proper legal council.  Hence one of the very reasons why we formed our program as www.sexworkersanonymous.com

It's why we don't ask you your name when you call our hotline, and we'll even tell you NOT to tell us your name.  Unlike Polaris, we don't collect your IP address either which is way more revealing than a name by the way.

Coming forward openly as a survivor REQUIRES you understand your 5th amendment rights before doing so.  Even if you haven't committed one crime unanswered for in the past - if you even know people the police want to build a case upon you're in danger of issues as Celeste Guap's case illustrates beautifully.  She steps up to reveal she's a victim without having had proper legal council first and look at what happened to her!  This doesn't even TOUCH upon if you might have something to say someone is worried you MIGHT say.  I say this because I spent the first year after I was first arrested dodging bullets from people who were worried about what I MIGHT  say to the cops despite my assurances I wasn't going to say anything.  Look at Jeane Palfrey for example who I believe was murdered by people who didn't want their names revealed during the ethics hearing she was going to testify at.

I for example did not appear on any media until I had consulted with an attorney licensed in the state I was in who advised me that any statutes on anything I was involved with had tolled, and that I could not be compelled by virtue of being on probation, or any thing else hanging over my head law enforcement used to try and get me to become an informant back in my day.

I had the LAPD arrest my mother and threaten me with charging her, and even possibly charging my grandmother, with felony pimping if I did not agree to "snitch" on other people as an informant to build their cases for them.  In my case, my mother said to the prosecutor "we're not snitches" and we took our lumps.  But that was our decision to make.  The point remains that I have experienced law enforcement manufacturing crazy accusations against me to try and force me to become an informant for them.

I say "crazy" because the case they laid on my mother was based on a photograph of me handing her a $20 bill for a bucket of KFC chicken.  Under the law it does state the "receipt of money from a prostitute" constitutes a felony pimping charge.  Yes it would have had to have been proved I was a prostitute.  But over the years I've seen this is a very common tactic of law enforcement - to charge, or threaten to charge, one's family members with a crime in order to compel you do become an informant for them, or plead guilty to something yourself.

Now with my mom, to plead not guilty would mean I'd still be looking at a very expensive case where I'd have to hire an attorney to defend her, my grandmother (who was 70 at the time) and myself.  As it was the government took everything I owned away from me and then said I had to "prove where I got the money from" to buy those items before they'd give anything back.  Since most of everything was gifts I had no way of proving anything without dragging other people into the equation which was further what the cops wanted - to know information on who was providing me with such expensive gifts.  All done to try and force me to become an "informant" for them.

NOW NOWHERE in this invitation do I see any caution about being careful to protect one's 5th amendment rights to "not incriminate themselves" in any fashion but I do see that it's asking for "only survivors" to step up to the plate here.  The lack of acknowledgement that one needs to be sure in doing so they are not incriminating themselves in some fashion not even being an issue in this invitation tells me there's either one or both of a serious problem here - either the fact this isn't being run by survivors who would understand this is an issue OR the fact they are partners with people actively seeking information such as Palantir Technologies, Google, and Merck who are "partners" now with Polaris is a deliberate move here.

So which is it Polaris?  Why is there no warning or caution here about anything anyone who might participate in this forum being advised to consult with an attorney before doing such a forum to ensure they aren't going to say something which could incriminate them for past actions?  Was this a deliberate omission or just you don't have a friggin clue what being a survivor in America truly means?

You're asking survivors to risk incarceration, legal prosecution, even possibly someone deciding they're a risk and ordering a contract out on them by asking them to identify as a survivor at this forum.  I see no cautions about anything in this invitation about the dangers of identifying with you as a survivor.  Not even just with you - but even over phone and internet lines which can be hacked by traffickers targeting your servers.

So why is that Polaris?

The National Human Trafficking Hotline is first and foremost a survivor hotline -- it belongs to survivors and the community-at-large that it seeks to serve. It is important, therefore, that survivor voices, needs, concerns, expertise, and values always be at the heart of our work. 
In 2017, our commitment to engage, include, and empower survivors in our work will include quarterly open forums for survivors to call in, ask questions, give suggestions, and share feedback about the Hotline.
Survivor input will drive the overall content and agenda of these calls moving forward, but the first call will focus on giving an overview of the National Human Trafficking Hotline, its operations and protocols, its current capacity and constraints, an introduction to our staff and the training they receive, and then we will open the floor to share questions and feedback on these topics. Questions can be submitted in advance by replying to this email or through the GoTo Meeting chat function during the call. Any question that we do not have time to answer will be answered in a follow up email.
The first of these conference calls will take place on March 7, 2017 at 3:30 p.m. EST. ALL survivors are welcome and encouraged to participate, so please spread the word throughout your networks. We ask that only survivors of human trafficking participate in the call.
