LETTER SENT TO CONTRA COSTA COUNTY INCLUDING POLICE ACADEMY

Dear Contra Costa County:

We need to talk.  When I was in this "Celeste Guap"s" same shoes myself back in 1984, and the LAPD was trying to also silence me about what I knew about police involvement in sex trafficking, I don't mean having sex with underage hookers, but I mean actual involvement in domestic sex trafficking - one of the places they sent me during my harassment and trying to "frame" me somehow, someway, for a conviction of some kind - was to ship me off to Contra Costa County on a fake charge there.  

So the kinds of things that has been going on with people like Celeste has been going on at least THIRTY FOUR YEARS now by my count.  Let me ask you something - if you are a minority juvenile Hispanic female living in this part of the country and a male uniformed cop just simply "asks" you for sex while your mother is a 911 operator whose very job depends upon her continuing to be in the "good graces" of the police - tell me if that is not another form of "coercion" where this girl might not only be tempted to say "yes" but even to act like she "wanted it" in order to protect her mother's job?

I heard recently of a training provided to police cadets about the type of pimps who are often found on Backpage.  That of the African American pimp.  Now I know California police cadets are trained what to do when an African American street pimp needs to be found, arrested, convicted, etc. by listening to a public radio broadcast I heard recently about this training provided by "Game Over" to cadets on how to take down such criminals - but let me ask you another question - have you provided trainings for your police cadets, and other related agencies like the sheriffs' office on what to do when the person who is involved in sex trafficking is instead:

1.   Joohoon David Lee
2.   Chris Butler
3.   Kemp Shiffer

I ask you this because Joohoon David Lee was actively bringing women over to this country from China through LAX using his Homeland Security badge and connections while also serving on the local sex trafficking task force for this region as well as Immigration.  Not one of the training materials I found for LAX personnel included what to do when a man like that was walking his victims right past LAX security.

I know that because when I tried to report what victims of his were telling me to these authorities no one had a clue how to even respond to my calls, let alone what to do about the guy.  I do know someone told him about my calls because he switched over from bringing Chinese women into this country to Korean women instead to throw off the trail so to speak and further try and convince anyone talking about my calls "oh that Jody is just crazy" as predators do by the way.

After not getting anyone to listen to me about him for YEARS, all while he was running around the trafficking field in this region talking about "don't listen to Jody - she's crazy" as the chant goes for anyone I've tried to get brought down for sex trafficking here in this country - I finally managed to get the people over at the Office for Professional Responsibility to open an investigation into what he was doing.

Now during the time Joohoon was actually involved in trafficking personally - he was having to also appear to be "doing his job".  This meant falsely framing an entire family who were completely innocent.  This family is reported to have contacted Joohoon's boss at Homeland Security about the situation where they were told supposedly "yes we know what he's doing but there's nothing we can do about it".  This was told to innocent people right here on American soil mind you while I couldn't get anyone to help me with the victims clear back to "Operation Dollhouse" in 2007.

This man was driving a limo up to his sentencing hearings while working for CLS Limo owned by Charles Horkey.  A man who also was found guilty of sex trafficking, as well as crimes of drugging his patrons while maxing out their credit cards.  Men he targeted who were frequenting massage parlors, strip clubs, and other venues where he could easily attempt to blackmail them out of filing charges by reminding them of where he'd picked them up to have this happen to them.  

A man who shared a lobbyist with a group called the "Cupcake Girls" who were brought in to try and make it appear again this man was actually "doing something" about sex trafficking while in reality not by people who would back up his false stories.  A lobbyist who then went to the Nevada legislature to get a law passed that would take women with prostitution convictions and allow them to have it overturned with a judge's signature allowing them to go get a brothel prostitute license to work in Nevada I should add also to the outline here of what happens when the issue of sex trafficking is being worked on by groups who are actively shunning our program in the process because I'm wanting to show you a pattern here.  

Like Chris Butler's situation.  This man was an ex-cop of 20 years who went into private investigation.  He opened his own company and even went on the Dr. Phil show explaining that he hired sexy "investigators" to do "husband cheating stings" when there was a deeper, darker reason why he was hiring these women.  In reality these women were coming onto wealthy businessmen and then drugging them at bars.  After slipping them drugs - the men were invited "back to their place" for sex.

Only when the men would set foot in their cars to do so, another "friend" of Chris' who was an active duty cop would be there to stop the man, DUI test him, and then finding he was in fact under the influence, along with a hot lady in his car, threaten to arrest him for a DUI knowing he would object because he wouldn't want his wife to find out about the woman in the car.  Neither his boss about a DUI with a hooker in the car.  Making the man vulnerable to paying a bribe to the cops doing this.

What did Chris get out of feeding these victims to bad cops?  He was also running his own prostitution operation.  He owned some massage parlors where he would take women he knew weren't undercover police because they'd been arrested previously to work in the place.  Then he'd obtain drugs through the evidence lockers brought in by his other cop friends and resell these drugs through his massage parlor using his prostitutes as the mules and dealers just in case anyone was caught on an undercover video or sting operation.  

This way he also avoided anyone getting caught through any undercover investigations the Attorney General's office may have tried to get done against his operation which spanned quite a few states for many years I'd like to add.  Especially since they used other cops, sheriffs, and marshals' cars to transport the drugs, guns, stolen items, and even the sex trafficking victims while avoiding anyone being stopped by a cop who wasn't a part of their operation while transporting these items.  If they were stopped - then a simple "I'm taking them in" would answer any questions and they'd move on.

I had gone to a lot of effort to try and get Joe Conforte arrested who used to own the Mustang Ranch in Nevada.  Thinking back to Al Capone - the only way  I could think of getting him arrested was through the IRS.  Which through a madam I had helped to get clean and free of him - we were able to get his "real" books to the IRS who then came down and took over control of the ranch from him.  

I thought this would allow us to get the women being trafficked against their will out of there with him gone.  Especially with the control Joe had over local police and politicians.  Remember, this guy shot a famous boxer down in cold blood in front of a cop and didn't spend one day in jail nor even get arrested over this murder.  Victims of his were drug back to the ranch by cops using the "curfew" laws that exist in the cities where these legal brothels operate.

Little did I know that an ex-cop named Kemp Shiffer who had become an IRS agent would realize that the legal age for sex in Nevada was 15 years old.  Something important for a California pedophile to know about.  So following the "law", Kemp started transporting juvenile females from Oakland, California to the ranch and using work permits obtained to work in the "restaurant" for 16 year old girls - putting these girls inside of those legal brothels at ages too young to even legally vote, smoke or even drink alcohol or smoke a cigarette I'd like to add.  He would get many of these girls out of group homes who had no parents or adults to object also who didn't know what he was doing while talking about how he was "going to get them a legal job" to get them into his car and signed out to his control.

All perfectly LEGAL I'd like to add.  Which is why when I went to the IRS and the police about it originally they said there was "nothing they could do" about it other than fire him from the IRS.  So he was able to continue what he was doing for another 11 years before he was finally arrested for sex trafficking.  For 12 years of doing this - he was given a two year sentence by the way for his crimes against these girls. 

No effort was made to contact all 12 years of his victims either nor to contact the cops who were arresting these juveniles as prostitutes and giving him "tips" as to who would be good women to target once they knew they weren't "undercover police" who might turn them in for what they were doing.  Young girls on probation who could be threatened into not going to the press also by the way with threats of dragging them off to jail on probation violations.

For years after I started Prostitutes Anonymous later renamed to Sex Workers Anonymous in 1995 - I had the full support of police departments I'd like you to know.  I say that because the first alternative sentencing and diversion program we put together in Los Angeles county was done under the full support of then mayor Tom Bradley, Sheriff Block, Chief Gates, and California Attorney General Edwin Meese who was working on the Meese Commission back then trying to help what was happening to the porn industry back then.  

We had great success with that program and it led to us creating the first outreach teams to the sex industry to address the HIV/AIDS epidemic.  That was so effective that within one year we had reduced the infection rate among sex workers from over 80 % to 6 % which was lower than that of the "non-sex worker community" I'd like to add.  We were the people who even got the porn industry to voluntarily start making "safe sex" films to try and lead the "consumers" to wanting to practice safe sex because of the fact we too were once sex workers ourselves. 

In fact, an ex-porn star back then was made a doctor and the AIM Clinic was opened to provide HIV/AIDS testing to the porn/sex industry exclusively because the industry was reluctant to use the same facilities for testing as "non-industry" people.  I say that because that clinic was able to stop some serious STD and HIV/AIDS  outbreaks over the years while they were open before they were shut down in my opinion by people who deliberately set out to get them shut down because of their knowledge of who was who in the sex industry and because they were a trusted point of contact within the industry.

I say that because our group underwent the same type of attack, smear campaign, etc., about the same time as the AIM Clinic, and many other points of contact within the sex industry did at the same time.  Why were we attacked?

For reasons I believe the Celeste Guap case illustrates well for one thing.  For another, because a lot of money was being prepared to be sent out and cut up to help "sex trafficking victims" and the last thing certain people wanted was to have people like myself and Dr. Mitchell involved on those trafficking task forces.  Again why?  Again back to the story of Celeste Guap as your answer.  Because there were a lot of people who didn't want victims to be able to get to us mostly who weren't being controlled by these people trying to silence their victims.

That or even their "guilty conscience".  I want to tell you a quick story about that ground breaking alternative sentencing program which was launched in LA back in 1987.  The Mayor said to get things going we had to get the approval of everyone on every public office such as probation, parole, social services, mental health, the CDC, the prison, police, etc.  He said once I had a letter from each office agreeing to work with us as an "alternative" method for these victims to get help instead of treating them like criminals - we would start the process.

Everyone immediately agreed that getting these victims into services and counseling was preferable to treating them like criminals and carting them off to jail.  Everyone EXCEPT the man who was the head of the Probation Dept.  I couldn't get him to answer the phone and tell me why he was refusing to sign the letter either.  So I got into my car and drove two hours to Downey to knock on his door and ask him what the problem was.

When I got there, he got onto the phone with me and said he "didn't agree" with the idea and he tried to brush me off.  Being how I am - I pushed into his office to demand to speak with him in person about his objections.  When I walked into his office and faced him - I immediately knew what the problem was.  This man had been a "regular" of mine for some years when I myself was a prostitute.

I closed the door and said to him that he of all people should be supporting getting these women into services instead of sending them off to jail being as he saw the kinds of things going on with them.  I asked him why he would object to this program.  His answer was simple - fear of discovery about his activities.  I assured him the last thing we wanted to do was this and he had our discretion of course.  This allowed him to sign the letter and for our program to launch.  

Only I'm dealing with his type of guilt now all over the state and country.  I can show you case after case after case where a judge, a prosecutor, probation officer, and all of the above in some counties are involved as "consumers" of these victims who don't even view them as victims because their conscience won't allow them to.  You would be surprised at the lengths I've heard these men go to in order to convince themselves the women they were seeing were not being victimized by pimps and/or traffickers because they just don't want to see themselves this way.  Even now I'm sure you'll be hearing from men who will justify their behavior by saying things like "Celeste asked for it" or "consented" or "look at her - does she look like an underage girl", etc., to justify what they did.

Which was to remove the ability of a victim to be able to call the police for help by these actions.  Not just by what you're reading about in the press either - but also by excluding our program from their trafficking outreach efforts for whatever reasons they've been handing out to cover up the simple reality of why they were really excluding us from a party we threw to begin with back in the 1980's.

Now I'm speaking to police, and other agencies, on a regular basis who are in a terrible quandary.   I bring this up for a case I can refer to going on in Florida where some guards are responsible for the death of an inmate.  The guards who blew the whistle on their actions were subjected to horrible retaliation.

I want to point you to this case in California where a witness was "lost" for 3 days in the jail.  The only officer I know of who was prosecuted in the matter was the one who brought this victim a phone to call for help.  I know that since our program was taken out of the loop of being connected to anyone coming out of sex work and allowing us to help to determine what type of services they needed because victims were going to be more open to us than they are with the authorities - I myself have found myself being completely shut out of being able to go to the authorities myself with information the victims are telling me about.

I want to point you if I might to this case recently in Irvine where two women were arrested in an international sex trafficking operation.  I want you to know I knew about those women years ago, and I also know they are not the top of the food chain based on what victims have told me.  I want you to know that I started trying to go to the authorities about the operation back in 2006.  Only I found myself being so shut out of law enforcement circles by people within the force trying to cover their own ass, officers like Officer Armendariz out of Arizona as another example, that its one reason I brought in a reporter to help us expose not only Chris Butler, but also "Operation Dollhouse" clear back in 2007.

So those women in Irvine not being arrested until a few months ago is another result I can show you of what's happened since these predators and "johns" were allowed to shut us out of the process here involving sex workers and "victims" of not just pimping, but sex trafficking.  A difference not being taught to your academy cadets currently because of again many men trying to "cover their own ass".

Another problem with this whole issue being left as it is - is that I've been getting an increasing number of phone calls every year from good solid decent cops, sheriffs, marshalls, and other law enforcement officers who are telling me they're leaving the field because of again cases like what's happened in Florida and this other "lost witness" case are illustrating - that the people who seem to be getting attacked aren't the criminals - but instead the "whistle blowers".  If anyone has seen films like the "Departed" then you know how hard it is right now to be able to even get a case investigated properly against someone like Whitey was because of the level of corruption within the system true - but it's more than that.  

The case of what Charlie Sheen was hiding, and the money he spent, and the influence he's had on California's treatment of prostitutes has been profound because he's had a lot of money and celebrity to back up what he was covering up for years about his HIV/AIDS status.  I say that because I believe he was one of the reasons behind the push to stop arresting juveniles for prostitution in California.  In fact, I think a lot of people who are again like those who victimized Celeste jumped on the bandwagon when it came to a good sounding idea to "stop arresting these girls" supposedly to "help them".

Not true.  First of all, it's only when they're arrested can they be tested for HIV/AIDS and their medical records made public so that statistics can be gathered on the amount of them infected for one thing.  Numbers which funding for services is completely dependent upon I"d like to add.  I'd also like to add this was supported by the AHF led by Michael Weinstein who I believe was supporting not having juveniles arrested and tested for HIV/AIDS again for political and financial reasons that had nothing to do with HIV/AIDS.  

Because we don't have any statistics for the numbers of juvenile prostitutes who have HIV/AIDS - then there's a great excuse here to not talk about the fact I'm now seeing numbers of sex workers, both adult and juveniles, across this country who are infected with this virus, and other STD's, GREATER than I used to see in the 1980's I'd like you to be aware of.

I believe the push to stop arresting them had more to do with the fact that once arrested than an investigation starts.  An investigation into who might be pimping and buying them for one thing.  An investigation which men like Charlie Sheen didn't want to come out in the press - as well as the men involved in this Celeste Guap case either.

Meaning that the "good old seasoned" cops who used to be able to take a cadet under their wing and help them out if they were to see another officer involved in such things as this Guap case reveal to us - are telling me they've been leaving the force for some time now in record numbers also because of how "upside down" things have become for a while now.  Again, I want you to think about the culture that men like Joohoon, Chris and Kemp have created in California alone over the last 20 years that all went into this Guap case happening.

A culture that needs to change and one that to change is going to require "re-involving" us with the issues here.  I say that from ground zero to witness protection also because of the way she was handled by victim services even being completely wrong.  This woman at no time was provided with access to ANYONE  who understood that the police force was going to be against her from the gate.  Including a series of events which happened which I believe was her being framed by these same men trying to cover their ass, and also a system trying to protect itself from her lawsuits, who were not putting her best interests FIRST.

Which is another reason why I believe our program was cut out of the Victim Services loop because otherwise there's no way she would have been allowed to be put on that plane as she was to Florida otherwise.  I would have stopped it immediately, and I would have put her instead into a local treatment program we use on our members we have come to know and trust over the years as having the services, staff, etc., who know how to properly treat someone in her situation as to her best interests.

I also think we need to open up a dialogue about what we're going to do in order to start training police officers about what to do when they see someone like Chris Butler in front of them not only involved in crime himself - but also then trying to suck them up into the whole thing as Chris did also.  I can show you grown active duty cops he had terrified of him - and then I ask you what you think prostitutes were feeling about the guy if grown active cops were scared to death of his power?  I can assure you that because there was no safe system in place for witnesses to what he was doing - that's why someone went to the press first about him to get something done to shut him down.

Again things have to change.  Just replacing people isn't changing anything as I think Mayor Libby might have learned after the 3rd guy she made Police Chief who had involvement with Celeste.  Things STILL aren't changing either.  I know my phone's not ringing about it.  I know that when we tried doing our own outreach campaign into the Oakland, Redding, etc., areas back in 2011 - we got so many threats by active duty police officers to myself and our members I had to call off the whole operation.  The problem with that is also this - would you  like to know how many young women have gone missing in that region who are suspected sex trafficking victims now?

Women who I might have been able to find if not for the threats and interference.  I say that because BEFORE, when we were actively working WITH law enforcement we used to find young victims in HOURS.  Routinely.  Not once in a blue moon.  We in fact had found so many juvenile victims through our hotline and our connections that a film was made about one of those case histories called "Fighting for my Daughter" with Lindsey Wagner playing a mother who had called me for help finding her daughter being held against her will by a pimp up in Canada.  A film made in 1995.  So yes there was a time when "working together" WAS WORKING.

So I'm writing you today to find out what can we do to open up a dialogue here?  I'd like to open up a dialogue about coming in preparing some trainings for these various offices on what we know about modern day domestic sex trafficking, not just "pimping" but actual organized sex trafficking operations.  The difference to us being the difference between that of a lone criminal who hangs out with other criminals vs. that of organized crime hence why the RICO Act changed things.

The Trafficking Act of 2000 also changed things but because this was like alcohol in that it was something the system/officers also partook in and were involved in also themselves - it's been a challenge for us to create a system where instead of looking only to the "outside" for the criminals in this issue we have to look at EVERYONE.  Including men with badges and offices as public defenders and on the bench even.

Which won't be accomplished by victims/survivors who are being put out there by groups trying to get federal grants I can assure you.  They won't want to risk the kind of "displeasure" talking about these issues 100 % honestly is going to bring down on them.  They won't risk their jobs nor their grants by being as honest as we need them to be in other words.

I'm not trying to get promoted.  I'm not trying to get a grant.  I'm not trying to organize a fund raiser.  I'm not trying to get a job.  The ONLY thing I'm concerned about right now is to make sure things like what happened to Celeste Guap, and others like Margo Compton, do not happen again.  That victims start knowing they can call the police for help - and not think their only options to find help is to go to the press like Celeste Guap did, as did the victims involved with Eliot Spitzer when his tape was leaked to the press for that reason.  I mean how does one get help when the person you have to get to help you is the prosecutor himself?  That's why those tapes were leaked about Spitzer starting his press attack - the victims didn't know they could reach out to us in other words and get help that way by bypassing him entirely.

You need more good cops.  Which you're losing I can assure you because many are seeing this type of corruption and abuse and feeling they have no recourse to do anything about it, and to protect themselves, they leave the force entirely.  I can point you as one example to a man like Claude Arnold.  That man was making amazing, good, solid, powerful arrests into powerful trafficking figures in this region of southern California and then WHAM!  Suddenly he's out working for an auction house?  I can't speak for this man personally - but I can read those news clips and I can see what happened there plain as day.

So I'm writing to your offices again hoping now with time you've started to see why we need to start talking to each other for one thing.  I'd like to set up some kind of workshop or conference where we can all sit down and talk about these issues together as a team about what can be done to change things. 

I'd also like to talk about some trainings I used to do for the police academies and other "in services" i used to do to help raise awareness about what sex trafficking looks like, how it operates, and also what to do about it when finding it, even when it involves someone these people work with.

WHY THEY'RE REALLY SHUTTING DOWN BACKPAGE

I came across this and after reading it my first reaction was "ditto".

Lois Lee had created "Children of the Night" in 1979.  I was 19 years old then and living in the same city as Lois.  I witnessed her creation of that program from her tiny apartment to the program it is today literally from the day it was just an idea Lois had.

I've spoken a few times about what Los Angeles was like in 1979.  If you know what it was like back then - then you know why Lois felt compelled to do what she did to launch her program.  I was witnessing the same war zone Lois was - and I agree - this was a war zone that existed long before Backpage or Craigslist ever existed.

I was actually right on the border of being one of Lois' clients.  I say that because I ran away from home when I was 13 years old myself in 1973.  Like so many youth who run away, I was being sexually abused by my father while being physically abused by my mother   At 13 years old, I was 5'4" tall, 109 pounds, and my measurements were literally 36C-26-36.  I ski'd just about every weekend while during the week.  I belonged to a school swim team so my body was very tight and mature looking for someone so young.

I mention this because when I ran away I wasn't going to wind up sleeping in some dumpster or alley somewhere.  There was this strip club I remember not far from my school called the "Dog Patch".  The owner wasn't very picky about checking the ID of young girls who would audition for them.  So on the very first day of my runaway story, I checked myself into a motel room next to the "Dog Patch".  Growing up watching women like Mae West, reading books like "The Happy Hooker", and listening to songs on the radio like "The Pill" sung by Loretta Lynn - I knew where I was going to be as a runaway kid.  That was working at the Dog Patch, living in the motel next door, dropping out of school and turning tricks with men old enough to be my grandfather.

My mother worked as a court reporter at the Los Angeles Juvenile Court.  I took a tour with her once of where the kids in juvenile hall were kept.   Through my mom's work, I saw what the group homes looked like as well.  One day trying "scare me silly" so I wouldn't cause any more problems at school - she took me to see where the other teens were incarcerated, as well as the runaway shelters.  Trust me - the world she showed me of where most kids wound up was light years away from where I was that first day of my runaway teen career in the  motel next to the Dog Patch.

I saw girls like me in my mom's juvenile court job.  Grown men who were teachers, social workers, and even judge's didn't view girls like me as "kids".  They were too busy starring at our tits.  I would see the boys and girls who were the type to be targeted by sexual predators.  If you threw in the mix this kid was also stripping or involved in prostitution - then every predators for MILES would be sniffing them out like a dog for the one reason that if you attack a virgin that's a student or a housewife - you will bring down the wrath of God and everyone in this country on you.  However, if you're a prostitute - then the system wouldn't lift a finger to help you back then.  You were considered "asking" for it.  With me - the fact I had big boobs meant I was "asking for it".

During the 1970's period before Lois started Children of the Night - these two cousins were pimps.  They started out their murdering spree that went down in history as pimps.  They were kidnapping women right off the streets.  Girls walking to the corner store or on their way to school or a girlfriend's house were thrown into these guy's car.  Then taken to a location where they were beaten, raped and tortured.

Then after they got bored with their victim and wanted to escalate the terror in them even more - they would take them to a motel room in the red light districts.  Forcing them at first with handcuffs to stay in the room, they'd bring the tricks in from the neighborhood to have sex with them and then also keep the money.  After some time at this, the handcuffs were taken off and then psychological bonds were used to keep them so afraid they wouldn't try to leave the room.

More tricks would be brought in this time.  After a few days the women would get so saturated with fear they'd decide to try the door to their freedom.  They'd then escape and go to the police but the police wouldn't lift a finger after hearing their story.  Why?  Because they had been branded "prostitute" by what these cousins did to them.  It was done deliberately to discredit the word of their victims.  The same rule applies believe it or not to children.  ESPECIALLY back in the 1970's as to be the brewing pot for what went into Lois creating Children of the Night.

Because the above is a photo of a woman who was being traded for money while a juvenile.  Now if she were to cry "rape" - what do you think a lot of people's reaction was back in the 1970's?  I don't mean by today's standards - I mean by back then standards?

The film "Frozen Ground" is the most accurate portrayal in film of how we were treated by the legal system back in the 1970's.   Because this woman was a "prostitute" when she went to the police saying she had been drugged, kidnapped, chained up in this guy's basement, then drug out to an island where he tried to shoot her for sport - the police "round filed" her complaint and wouldn't even search the guy's house.  Why?  Because she was a "prostitute" and in the eyes of the law back in the 1970's that meant "criminal" and "worthless".

So if a kid was being sexually abused at home and therefore probably ran away to escape this abuse, and then that same child is put into the foster care system or the juvenile detention system - this means every predator within range is going to hone in on that particular child because they offer them something more important than sexual pleasure - and that's immunity!

I myself thought about turning to Children of the Night when I was trapped within the sex industry myself - but I was over 18 years old at the time.  The family who was trafficking me only targeted women over 18 years old to avoid any problems connected to messing with a juvenile.  Because believe me people don't care about you once you turn 18 years old - then or now.  Even now reporters will tell me "don't you have a juvenile we can talk to?"  because they claim "our readers don't want to hear about nor care about what happens to adults".  Well maybe that attitude is shaped by the press who only puts that in front of them TO care about!

But there was nothing for an adult to turn to for help.  I saw how Lois had a safe place for kids to run to and I realized there was no where for an adult like myself to run to.  So I created it.  I took a warehouse I had once used as an incall location and converted it into what is now known as the first safe house for adults in America.

My reward?  I got arrested and accused of "running a brothel" out of it.  You can read about it at www.hightechmadam.com   So when I got my case over and dealt with I realized I needed to create an "outpatient" program where I couldn't be arrested like that ever again.  Which meant a hotline had to be set up.  Lois had the Children of the Night hotline specifically targeting the type of kids she wanted to target.  Since there was no such hotline for adults - I had to start one also.  So in many ways I modeled what I saw Lois doing for kids and adapted it to adults.  This meant Prostitutes Anonymous was born in 1987.

Lois is right - many juveniles and people who pimp juveniles would advertise in Backpage.  However, ADULT traffickers operate differently much of the time from how juveniles operate.  People make false assumptions here what trafficking vs. prostitution is.  Yes adult women wanting to prostitute themselves used Craigslist and Backpage.  So yes people wanting to think about quitting prostitution "one day" would be on those sites.

But those were "prostitutes" - NOT "trafficking victims".  The adult "trafficking victims" I was finding were in underground brothels, legal brothels, massage parlors, strip clubs.  Okay here's an example of ADULT sex trafficking and where we would also target our efforts to locate and help said victims - look at the case of the DEA owned strip club in New Jersey:

Why?  The dancers at this club were illegal aliens from Columbia.  I want people to hear me on this because I keep hearing a strange SEPARATION in the media, and therefore the public's, mind when it comes to the issue of illegal aliens in this country and sex trafficking victims.  Because these women were in this country illegally - they were afraid to go to any of the authorities.

Also understand these women weren't just afraid of the authorities because of the risk of being deported.  To them that would mean "escape" right?  No it didn't.  It would mean deporting them back to Columbia into the hands of the same drug Cartel these agents were so buddy buddy with.  Meaning they'd just be drug right back right?  Well here's the thing - if during the deportation process they were to open their mouth about those DEA agents owning that club, and then they were delivered right back into their hands on the other end in Columbia - it also means these women would know they needed to keep their mouth shut.

Well they just get offered "witness protection" right?  Not when their whole family is right back in Columbia where the Cartel knows exactly where they are.  We're talking Pablo Escobar country here folks.  We're talking a country where Pablo, a drug lord, built his own jail with his own personal escape hatch!  Do you think then that same country could protect a woman's family from these same drug lords?

I want people to understand Lois was dealing with juveniles in Backpage who needed help.  However, when it comes to the type of person WE'RE helping on an adult level - that's not who our "target demographic" is.  Yes we get calls from people who would advertise on Backpage they wanted to quit prostitution.  But 9 out of 10 times that person would only be doing it for the money.  They lost their job, got their hours at that job cut, the economy is bad, they have a drug problem, or whatever the reason was.  With them you help them find better paying work and they're out of prostitution.  Easy peasey.

But for an adult sex trafficking victim I want you to really digest what I'm saying here we were dealing with.  The women at this same club COULD NOT BE RESCUED.  Why do you think they didn't just leave the club?  No one had to put chains around their ankles and strap them to the bar to prevent them from leaving. Why?  Because the minute they would run a phone call would go out and their family back in Columbia would be slaughtered.

Meaning you could put an anti-trafficking program for adults right next to this same strip club and it's going to be empty.  You can't go in and "rescue" someone in this type of situation either because you're then triggering a death warrant on their family back home.   Now don't you think these DEA agents also knew all the local cops?  The local judges?  The local politicians?  The local Secret Service also remember?  http://nypost.com/2014/10/09/secret-service-sex-scandal-investigator-was-asked-to-withhold-evidence/

I'm explaining to you why when dealing with adult sex trafficking we're talking a different thing completely from what someone like Lois is dealing with about juveniles.  I want you to just for a moment put yourself into the shoes of one of these Colombian women working at this DEA owned strip club.  EVERY DAY you see in this club not only other DEA agents, but SECRET SERVICE agents.  Meaning again by association you're also going to see some local police, politicians, sheriff's, private investigators, judges, etc.  Just like you see in the Pennsylvania case - http://www.phillymag.com/news/2016/03/24/justice-michael-eakin-fined-over-porngate/

Seriously, this is not limited to one NJ strip club.     But let's take those women at that club - could I call up the local trafficking task force to help these women?  Here is the NJ human trafficking task force - http://www.nj.gov/oag/dcj/humantrafficking/  Now what is the NJ trafficking task force doing now?  "Teaching teachers how to mobilize".  Okay I don't think there's a lot of school teachers who would be in that strip club looking for victims - so can anyone say "misdirect attention"?

My grandmother used to have a saying about "the fox shouldn't be guarding the chicken coop".  Follow the logic here - in Columbia Pablo became a member of Congress.  He was able to help write legislation of that country to prevent extradition.  He was even able to murder two people in the prison he was allowed to build for himself.  So let me ask you something - do you really think that this type of system isn't now operating with respect to sex trafficking as drug trafficking?  In Columbia - the Cartel have control over the phone systems.  You call to report something to the police - and within five minutes you have assassinations at your doorstep wiping you out for just making the report.

So within that same logic - do you really think those women could call either the local police or the local trafficking task force for help?  So why are those cops there?  They're there because the people who are the traffickers can then trace every call coming in about sex trafficking victims so they can do what?  "Misdirect" them away from their own victims just as we've seen with the Celeste Guap case in Oakland, California.  Not a whole coast away but PART OF THE SAME NETWORK.

But I want you to trace HOW Celeste got "offered a deal".  She was taken by the Redmond POLICE who got ahold of her through the Office of Victim Services.  Who referred her to the Redmond Police  NOT to Sex Workers Anonymous.  In fact, Nancy O'Malley, the Alameda prosecutor's office, kept Celeste away from us.  When I tried to enlist her office's help to speak to Celeste I was told "no we're handling it".  Yeah they were.  They "handled" her right onto a plane to get her into Florida where she could then be set up on a police charge there.  Why there?  So no one would say it had anything to do with Oakland is why.  Simple.

Note the article here says she was "offered a deal".  No folks - that's not what it's called.  I've been in Celeste's shoes remember?  Only when I was held in 1984 on a $50,000 bail myself - I was not "offered a deal".  That's a nice way of saying I was having my life threatened if I didn't do what they wanted me to do and also to keep my mouth shut.  That's why you won't see any interviews with me and the press after my 1984 arrest until I pop up again in 1987 announcing our hotline and program have been launched.

Now while Celeste did advertise her prostitution services on sites like Backpage and Facebook - when it came to sex trafficking that wasn't who was trafficking her.  Celeste only advertised on Backpage - she wasn't trafficked by Backpage.  But the men in the Oakland sex trafficking task forces have admitted to now having kept her away from task force operations in order she not be offered help and to cover up their own asses.

Which is what I'm trying to explain here - the traffickers in America are connected to the anti-trafficking task forces.  Our adult victims can't call the police for help.  Meaning the National Trafficking Hotline is useless for a sex trafficking victim on American soil.  Let's take a look at what they have listed for help in New Jersey shall we?  https://humantraffickinghotline.org/training-resources/referral-directory

Okay we have a group in Maryland, a Catholic Church, family services, social services for youth, the city bar association (lawyers), Courtney's house is a residential program for women who were mostly street walkers, an Allentown, PA group, about four more youth groups while these were adult women stripping in that NJ club, some religious programs, a Maryland program, another Pennsylvania program, a couple of more youth programs, a program in Virginia - I mean is anyone beginning to see what's going on here with the joke being on us?

You're a NJ based illegal alien from Columbia who was brought into this country illegally so you could work for this DEA owned strip club, a club where you're seeing all the local law enforcement including the Secret Service agents are coming into this club to party with you, and the local Human Trafficking Hotline is a list of more people who know these cops, the National Trafficking Hotline if you get the guts to call them for help refer you to a bunch of programs that either don't work with adults, work with Asian's, or are based in a completely different state.  If you go into one of these shelters they have listed - the owners and people who staff these programs are interacting with law enforcement daily.

Meaning the guys who own this strip club know who everyone is in the local anti-trafficking scene EXCEPT  - who do you NOT see listed in either the NJ National Trafficking Hotline NOR the NJ Human Trafficking Task Force?  I'll tell you two names not found on either of those directories right now - Children of the Night for juvenile victims and Sex Workers Anonymous for adult victims.

Is anyone getting the picture yet here of who it is we're fighting with respect to saving sex trafficking victims on American soil?  Now I ask you - can we take one of these women to one of these programs or shelters - or anywhere for that matter knowing that if we take them somewhere not only are we going to get all of these law enforcement offices coming after us trying to retrieve and silence that victim (as they did with Celeste - with Celeste they stepped inbetween SWA and her, and they had her in a cop car going to Florida to also get her away from us and then "offered her a deal" which has resulted in her not speaking to the press anymore about her connections with local cops and the trafficking task force, and she's still hooking on Facebook last time I looked), but further we know the Columbian's will have someone sent out to murder her whole family back in Columbia.

I mean are you getting the picture here why we don't send in teams of SWA members into strip clubs to do "outreach" for one thing?  That we don't go in there and say "come with us and we'll rescue you" because we know that will only trigger harm to come to her family.

There's no point in putting her into some residential program like Courtney's House or FAIR Girls or any of those types of programs because those guys not only know right where they all are, but they're also able to go walking right into the place to "pull them out for questioning", and I'd like you to note how not ONE of these Columbia strippers (if you want to call them that because of being forced to work as a stripper) is speaking about their trafficking ordeal at the local churches, the local news, nor at any of these anti-trafficking luncheon fund raisers they put on where they trot out some victim to tell horror stories to loosen purse strings.

I also want you to see that shutting down Backpage doesn't have one single thing to do with this type of victim either EXCEPT to shut down the victims' ability to find out about HELP.  Again please look at how everything in the NJ anti-trafficking arena does not include any information on Children of the Night nor SWA.  However, Lois said she can advertise Children of the Night on Backpage and reach out information to those juveniles who are on there.  Also, SWA can put out ads for help on Backpage.

So let's just take a hypothetical question here - if these people wanted to block victims from leaving so badly as to threaten their family back home with murder if they left - then isn't it also possible they don't want these victims to know about two groups who can actually get them out of there?  Now if you wanted to keep that information out of the victims' hands as to where they could go for help - would you not then shut down the way we can reach them?  Wouldn't you want Backpage shut down for the fact WE here at SWA and Lois at CON can reach the eyes of their victims and know they can call us for help that will work?  Wouldn't you also want those victims to have useless phone numbers?  Come on - you're a victim who can barely speak English and you start calling all those numbers who are on the task force page or the National Trafficking Hotline's resource list and by the end of the day you're going to think "there's no way out there for me"?

In other words, the people who want Backpage down are the traffickers themselves who don't want word of how they can call and get some REAL help to reach the victims eyes and ears.  I mean how else do you explain the system that's being used here to keep victims from finding out about CON for juveniles and SWA for adults?  They sure as heck keep us out of their task forces and off their resource listings.

How else do you explain the rise of people like Melissa Woodward?  Take a real good look at what someone came to me about a few days ago with respect to her "trafficking work" - https://www.facebook.com/gray.castle.52  There's more information on that page about it.  Shanna has described to me a whole sphere of influence which surrounded Melissa where not only was money donated to a fake rescue, the stories about rescues were fake, there was no safe house, and on and on about how even the FBI "vouched" for this woman.  Yes there was a whole sphere of people who supported each other and made it appear to outsiders that they were "fighting sex trafficking' while in reality not only spinning their wheels but also being kept out of helping groups like ours who are actually in there getting those types of victims out and to safety.

I want you to think about what it would take to actually get a victim out of this type of situation I'm describing to you.  Celeste Guap for example has already had at least 30 Oakland police officers, a Chief of Police, involved and enabling her trafficking.  Blocking her from help while also taking good honest sincere people who want to help these victims off on wild goose chases.  But she also has family in Nicaragua  and her mother works as a 911 operator.   If you want to remove Celeste - you also have to get her family away from these people.  Which in Celeste's case would mean her mother quitting her job and going somewhere else where she can't be found by people with badges.  Which is where exactly?

Well the answer to that is not only very hard to explain but I'm not going to explain how we do what we do anywhere online and tip off the traffickers to our tactics, people, partnerships, resources, etc.   While not explaining I can explain this - it's not as simple as walking into a massage parlor, a strip club or a street corner and saying "come with me and I'll rescue you from this".

Because if you don't address what it is that traffickers are using to put those invisible chains on their victims to hold them there in the first place - then they're going to do what?  You got it - go right back.  Which is why people working in corrections, social services, the courts, the police, etc., all say is frustrating them about this community - they "always go back".  

Let's take the hypothetical route here - you take one of these women who was in this DEA owned strip club and you roll out the red carpet of resources to them to help them stay in this country, find work, and even offer them personally protection from retaliation - but you don't address the fact they have family back in Columbia who is probably going to be murdered if that victim doesn't get her ass back up on that stage working again - and what is she going to do?  Go work as McDonald's knowing that job means her whole family is going to be massacred?  I don't think so.  She's going to go back and try and keep everyone happy and alive.  Leaving a bunch of frustrated cops and social workers saying "I don't know why she wouldn't get help".  Which is what I'm saying here - the "help" being offered her isn't being designed to be what she needs.

Why?  Because the very people who need to be designing these programs, people like us who understand what real adult victims of sex trafficking needs in order to be able to break free - are being kept out of the designing of said programs and even the training of staff working with said victims.  Including the very Office of Victim Services who thought putting Celeste Guap on a plane to Florida was "help" when in reality it was assisting the traffickers in silencing her.  

You also have to address how it is that traffickers can come and get their victims back if they don't come back voluntarily.  Even how they're taken over even the training in this field to further mislead people away from who they are, how they operate, and also to facilitate their trafficking work.  

I mean look at Joohoon David Lee.  There was a huge campaign that hit Las Vegas where a bunch of people were put together to devise a system to train airport workers how to spot victims.  Three guesses as to who was not invited to be on that group?

You got it - we were shut out of that group.  Now when this whole training was created to teach airport workers how to spot sex trafficking - do you think there was one word in that training on what to do if you suspected a business colleague?  Let me explain - Joohoon David Lee was with Homeland Security, Immigration and the trafficking task forces of CA, NV and AZ.  

Now using his position, his badge, and the government's money Lee would fly over to China to pick up a victim.  Then using his badge he would take this victim right past the very system he had a hand in creating - a training which did not alert anyone at LAX what to do if they suspected someone like him was trafficking victims right past them.  

Which is what he did - he walked victims right past those stop points and checks into this country illegally.  If he was caught - well "he was just questioning a victim" because of his trafficking work.

I've spoken to one of the men who was involved in creating that bogus training.  He tells me he was brought over from Norway!  So a guy from Norway is flown into the USA to work on a training module for LAX workers of American victims on American soil?   

Couldn't be they were deliberately getting well meaning sincere people who wanted to really help victims and stuck them on a bogus committee so the wrong training could be provided which covers their ass and shuts down their competitors' right?  https://www.facebook.com/Onlyblueshies

Since Joohoon was arrested, and since men like Rob have realized they were being duped into creating security for American airports that actually ASSISTED traffickers like Joohoon - they've been trying to get people coordinated back again to try and create relevant updated training which would.  

Why is it so hard?  Because what Joohoon did wasn't technically illegal - he could not be charged with sex trafficking because according to Daniel Bogden - there ARE NO LAWS against what he did to his victims.  He not only flew victims over to the states on the government's Homeland Security dime, then used his ICE  connections to get them into this country without proper papers, but he further made it appear he was "fighting sex trafficking" while going after a completely innocent "scape goat" family!  http://www.reviewjournal.com/news/las-vegas/las-vegas-restaurateur-says-former-fed-manufactured-criminal-case-against-him

In fact, if Joohoon has a pension - he'll get to keep it after what he did.  As it is now he's driving a limo for CLS Limo owned by Charles Horky who has been convicted now of sex trafficking.  Boy we really come down hard on someone using our government's resources and offices to facilitate sex trafficking don't we?  

If he can't be charged with sex trafficking because he did the trafficking using government money on the government dime and therefore hes immune from being prosecuted about this - he then keeps his pension.  I want you to imagine you're a Chinese woman being taken into this country illegally by a man like Joohoon - and you can see why they might want to break down the one line of communications that does exist in the sex industry that would actually give one of these victims a useful phone number to call that would actually help them (and not just give an illusion to outsiders that help is actually available with these bogus groups - I mean how is social services or an Asian group going to help a Columbian stripper who is here in this country illegally with her whole family back home being threatened if she steps out of line?"

You can see we're not able to get out our phone number to victims using the National Trafficking Hotline nor the Human Trafficking Task Force in NJ - so how do we reach victims who need our help?  
If you made a list of every blog or site that those in the sex industry used to keep in communication with each like a "trade journal" you'd find they've all been shut down because of allegations of sex trafficking.  Backpage for one.  The Erotic Review.  Redbook, Rentboy, and the list goes on.  In other words, I propose Backpage is being attacked BECAUSE they're assisting Lois with finding juvenile sex trafficking victims, and BECAUSE I can put up an ad for Sex Workers Anonymous on their site and actually reach the eyes of adults who need our help also.  

Meaning I say the shutting down and attacks upon Backpage are NOT about "fighting sex trafficking" but in fact are tools of the traffickers being used to further entrap their victims.  Communication is one of the tools all predators use to disempower their victims.  I was kept isolated as a kid by my dad who didn't want anyone to find out what he was up to me with when we were alone.  You look at how the plantation owners were able to maintain control while being grossly outnumbered when it came to manpower.   They stopped the slaves from READING.  This is why many slaves resorted to singing - it was a way to communicate right under the slave owner's nose.

The company who hired her out of Nebraska of all places was Dynocorp.  They took her to a job overseas where all the people they hired would have a blind eye to the sex trafficking that was going on.  In her case, it backfired and she came home and wrote her book which became the movie "Whistle Blower".  

I bring up Dynocorp because I've seen many of their tactics which includes that of an "influencer".  I had a woman once appear out of nowhere.  Didn't know her from Adam.  She starts attacking me like a full-time job.  She was literally coming after me for 8 hours a day five days a week.  One of our SWA members dug into her online profile a bit and came back showing me a private message conversation between her and Dynocorp where they were sharing information with her about me which she could used for the next attack the next week  Dynocorp of course wanting me to jump out of the arena because if a victim knows they can call us for help - they can get out.  That's also why they keep shoving out into the public eye all these phony groups like Melissa Woodward!

If you want to know what an alcoholic is and how to get sober - you talk to Bill Wilson.  You want to know what adult sex trafficking is?  Talk to Jody Williams - founder of Prostitutes Anonymous now known as Sex Workers Anonymous 30 years and 500,000 plus one calls older.  If someone is telling you they're "helping sex trafficking victims" I don't care if they have 1000 friends.  There's something wrong with what's going on if you look around and don't see us or Children of the Night involved.  
Magicians do their magic using diversion, distraction, misdirecting - anything to get your eyes to go where they want your eye to go which is AWAY from what they're doing!  

So those attacking Backpage saying it's to "help fight child sex trafficking" Lois Lee is saying here it's not true.  So then why do it?  That's why - they're trying to shut down Backpage because it's like a trade journal for the sex industry and how it communicates with each other.  An industry who you can get on the phone with them and find a victim in two hours or less generally.

Hitler used the same tactics to gain control over the press by the way.  He used to say he was "fighting pornographers" when in reality it was him gaining control over the media machine because he knew if you controlled the media you controlled the minds.  This is why "free speech" is so important to the issue of sex trafficking.  No it's not okay to "give away" some of our free speech rights "in the interest of fighting child pornography".  Because Lois is right here saying that Backpage was one of her most effective tools in FINDING victims!

Any industry who claims to care about the alcoholic while shunning Bill, refusing to have AA involved, and actively bashing Bill Wilson to shreds is giving you some red flags it's not the alcoholic they're trying to help.

TOLD YOU

Here is an article in the Huffington Post confirming the lawsuit filed by Maxine Doogan was DISMISSED. 

JUST AS I PREDICTED.

The complaint wasn't written with one leg to stand on.  Not if the intent was to decriminalize prostitution as she's claiming the lawsuit was intended when she was out fund raising and garnering support from sex workers who don't have 30 years of experience with the legal system as I do (I've been working as a paralegal for 30 years since I left sex work).

Which is why when I first read the lawsuit, and knew it would be dismissed, I reached out to Maxine offering her support to modify the complaint to something I thought would have a better shot at winning the stated race of trying to get prostitution decriminalized.

Only to find myself rebuffed, even threatened to "back off". 

So I contacted her attorney's directly thinking maybe Maxine just didn't understand the legal jargon I was throwing at her.  I thought maybe her lawyers might understand more of the legal problems I saw with the lawsuit, and thus might be more willing to discuss ways to amend the complaint so they'd have at least a shot at not being dismissed at the gate.

Only to have her attorney's not want to talk to me about the case - even to discuss possible legal options based on the experience of not only a paralegal with 30 years experience, but also someone who has been looking at legal options, and following legal cases, quite closely for over 30 years also.  I mean I've had not only my legal case I was involved with in the 1980's, but I've also been involved in many of the legal cases, and lawsuits, our members have been involved with as well as their legal strategies.  Strategies which included what Jeane Palfrey was intending to bring about by refusing to take a plea bargain in her case even. 

If you remember, in Jeane's case she was arguing she could not be held responsible for her escorts being prostitutes being she had them sign contracts with her they would not be engaging in prostitution.  The court struck down this defense so she went with option B - which was how could she be held responsible for her actions as a madam when it was in fact our own government who was the one forcing her to act as such under threat of arresting her when she refused?  When in fact she was arrested when she refused as evidenced by her arrest at the airport when she was attempting to flee the country - certainly not acting as a madam when she was at the airport because she had told her CIA contact she was no longer willing to engage in these covert actions they were involving her in.  But of course she never got that far before her supposed suicide.  She had a "leg to stand on" legally in her case - but then again that's probably why she got whacked. 

Anyway, this is when I realized this case wasn't about what they were claiming it was about because any first year law student, as well as any paralegal, could see this case wouldn't be anything BUT dismissed.  A fact all the more established as true when neither Maxine nor her attorney's would speak to me about the holes in the case. 

And when I realized Maxine was not on "our" side as she's claiming either.  This is when I started digging and uncovered the strange little fact that both Maxine as the plaintiff, as well as the four prosecutors she was suing as the defendants, had BOTH received money from Swanee Hunt.  Meaning maybe they weren't "adversaries" either as appeared on the surface.  Certainly would explain why she only filed the lawsuit against four prosecutors - instead of the state prosecutor's office, or even that of just San Francisco for that matter (the same four who had received Hunt grant money in other words). 

Which is why I predicted the case would be dismissed.  It wasn't written with one legal leg to stand on to have prostitution overturned as a criminal activity - something she has been touting it was filed with the intent to do while fund raising and garnering support from the sex industry. 

Oh and if you're not sure who Nancy O'Malley is nor why Alison Bass failed to mention anything about her in this article - she's the prosecutor who is involved in the Oakland sex scandal who announced just in time for the election she's decided to prosecute seven of the police officers accused of having sex with Celeste Guap.  Of course since I've seen cops who have done horrific acts of brutality against people like in the Rodney King case not held accountable even with the videotape he had on his side - well excuse me if I don't hold my breath here about anything really happening to these cops.  Especially since the cases would hinge completely on Celeste's testimony.  What with her mother being a 911 operator - I have a strange feeling we're not going to be hearing much testimony coming out of her against cops. 

Nancy also received $80,000 of money from Swanee Hunt for one.  She's also the same prosecutor in Alameda County who stepped up for some strange reason inbetween our organization and Celeste Guap.  Leading to Celeste being driven courtesy of the police in her hometown to a treatment center in Florida where she was then somehow involved in a criminal charge of assault between her and a GUARD in this treatment program.  Now I've been around the recovery community for also over 30 years and I have never heard of a client being drug off by the police for assault on a "uniformed guard" as supposedly was the person she was charged with assaulting.  Nor have I ever heard of someone being held on a $300,0000 bail either - very convenient way if you ask me to shut her up from talking to the press.

In fact, it reminds me very much of when I was slapped with a $50,000 bail in 1984 to stop me from correcting the press when I was arrested into explaining that the "brothel" I was being accused of running was actually a "safe house".  That the woman I was being charged with "pimping" out of this warehouse was there recuperating from her pimp's assault which had broken her arm, her nose and blacked both of her eyes.  I'd sure like to know how in the hell I'd be "pimping" a woman with a cast on her arm, a brace on her nose and two black eyes like she'd been in a heavyweight fight!  But hey my bail being so high gave the police who set up the arrest two weeks to blast me all over the media as being the "High Tech Madam".  Hell they even got to tell the press that all of that security I had on the place was to help me "operate my prostitution business".  Yeah right that's why I set the place up next to the police station?  You can see what I mean at www.hightechmadam.com where my arrest clippings are placed. 

Meaning I'm well aware of how the media is manipulated to cover up our side of the story about what's really going on.  Just as I didn't buy for one minute Maxine filed that lawsuit "on behalf of decriminalizing prostitution for sex workers".  I've been trying to get prostitution decriminalized for 30 years and this was not a tactic that stood once chance.  Again, if this was about what she said it was about, and being made up to be about in the press, then my call to help her win that lawsuit where I was bringing her 30 years of legal strategy to the table, would have been welcomed with open arms. 

Media which for some reasons seems to be focusing a lot on a case even a paralegal could tell you would have been dismissed.  But then again the publicity sure didn't harm Maxine's fund raising campaign, nor the sale of Alison Bass' book I imagine. 

Anyway, I was proven correct when this case was dismissed SADLY. 

Shame really when all of that support could have been translated into something which would have worked to decriminalize prostitution.  But then again I realize now this wasn't it's real intent.  So mark my words here again when I say this appeal is more propaganda

I'm still trying to figure out how all of these groups listed in the Brief are listed in this Brief being they weren't plaintiff's in the original action, nor do I see them filing papers to become joined as plaintiff's in this action.  Why is this important?  Because if the case were heard, and lost, with the loser being liable for court costs, and even possibly a punitive penalty of some kind for say having wasted the courts time maybe - then they don't really have any legal say in the matter. 

I mean where were these people in the original lawsuit but now they're listed in the Brief on the appeal?  Not from any legal standpoint I can see but as evidenced by the publicity they've received thanks to writers such as Alison Bass - it's great publicity.   I'm going to be looking over all of the papers in this case in more detail over the weekend because I've never ever seen an appeal brief filed by people who are not parties to the action.  So I'm kind of scratching my head here on that point.

But for now I'm afraid the content of the Brief just doesn't hold up to scrutiny of any kind. 

What I mean by that is let me ask you something - if all of the juvenile arrests in California were stopped as of 2015 as part of the "No Such Thing" campaign, dropping juvenile arrests for prostitution down to ZERO - then how on earth can this Brief be claiming that "juveniles are being targeted for arrest"?

By using 2014 arrest figures is how.  Convenient to cite arrests which are no longer the case in this Brief.  I say that because California stopped arresting ANY juvenile for prostitution in 2015.  So by quoting 2014 statistics - yes you can make it appear to be disproportionate - but it's no longer the case however in 2016 nor the foreseeable future either. 

As to why "LGBT youth are detained twice as much as straight youth for detention" how about the fact that one can only be tested for HIV/AIDS if convicted of prostitution, which doesn't happen unless detained?  I'm sure the fact that more LGBT youth are now infected with the HIV/AID virus, in fact we're now in an epidemic according to many statistics, has more to do with the concern over them possibly spreading the virus than that of a heterosexual youth right?  That maybe these "detentions" were more for the sake of getting them tested for HIV/AID than of this being about prostitution or them even being LGBT.  But of course pointless at all now NO  juveniles are being arrested, or at least convicted, now of prostitution charges period since the 2015 "No Such Thing" campaign.

In fact, explain something else to me.  Money for services for those infected with HIV/AIDS is determined by the numbers of those showing up as infected.  Now to make a porn movie on a licensed set - you have to show you've recently been tested for the virus.  This makes of course the numbers for those infected with the virus who are in the porn industry fairly easy to track as well as relatively low since they use protection most of the time. 

However, I have gone into strip clubs and massage parlors here in Los Angeles, and Las Vegas.  Both establishments where I've seen illegal prostitution going on right in the premises.  In fact, one strip club in the san Fernando valley is so sleazy they have back rooms sectioned off from the stage area with sheets where the "dancers" are going in to the "back" rooms several times in one hour's time.  I've spoken to dancers who are over 18 in California, but between 16 to 18 years of age in Nevada (where the legal age of consent for sex in Nevada is 15 years old mind you and yes there are strip clubs who hire 16 year olds to work there but just don't serve alcohol when they're on stage).  Not only have the women employed in these establishments told me they have never been arrested for prostitution since no stings happen inside of these types of businesses (when have you last heard of a prostitution sting happening in a strip club or massage parlor in these two states recently?), but they further report not having ever received any type of HIV/AIDS education, nor are they tested for the virus as part of their job requirement.  In fact, I asked these same women if they've ever had an HIV/AIDS test and they all looked at me like my Pomeranian does when I say something he doesn't understand.  In other words, no.

So if we are not testing sex workers who are the most likely to be infected with HIV/AIDS as much as we did before when they were being arrested more, thus tested more, and tested with results that would be reported as such as being from a sex worker, not protected from this reporting under private HPPA laws,  then this lower reporting of sex workers having HIV/AIDS would thus translate into lower services being funded for sex workers with the virus - so I ask you how is this helping them?

Now, on the reverse side of this equation, how many strip clubs and massage parlors do you know of who hire the transgender or an LGBT person?   Statistically, while there are transgender strippers I assure you they are outnumbered at least 20 to1 from what I've seen by heterosexual, or at least heterosexual "appearing" natural born females.  Why?  Market demand. 

But from what I've seen the police have been laying off any type of "legal" sex industry operation - strip clubs, massage parlors, Nevada legal brothels, webcam studios, porn sets, etc., and focusing more on the street walking faction of the sex industry.

One where there are proportionately more transgenders and the LGBT community who are not being hired by these establishments - so therefore wouldn't that be one of the reasons why arrests might be appearing to be targeting them more?  I mean if I'm wrong - take a look at the catalog of women working at the Bunny Ranch owned by Dennis Hof who owns something like 7 of them I think at last count.  Do you see many transgenders or those who say they're LGBT in their description here?  http://www.bunnyranch.com/

Now take a look at movies like "Tangerine" and tell me if you see any women out there on Hollywood Boulevard working the streets who look like the women at the Bunny Ranch? 

So if there are more of this community out on the streets where the police are operating than that of the heterosexual females employed by all these other "off the street" industries - than is the discrimination here the fault of law enforcement, or that of the sex industry itself that's putting them out there in the first place?

Either way, this appeal is just more press and more fund raising.  It has NOTHING to do with helping those who are being targeted by law enforcement for arrest as prostitutes to get prostitution decriminalized. 

Not one damn thing.

LETTER TO BILLY JACK'S SURVIVORS

Of course my luck is that the day the "light goes on" with me with respect to some of the concepts Tom was trying to raise awareness about - I learn he passed away two years ago.  

So I'm writing to the survivors.  My name is Jody Williams.  Back in the 1980's, I was a young MENSA  member who graduated high school at 15 years of age because of a high IQ.  I enrolled in community college to prepare my way for the university, but I needed to get a job after my father robbed my college fund.  

I got a job at a nightclub owned by the family who are part of the generational line connected to Richard Pryor of drug dealers, pimps and prostitutes . He's spoken openly about his grandmother running the brothel his mother worked in.  They needed a way to launder money and this was the club I walked into looking for a job in 1979.  

I was "turned out" by this family of pimps into the sex industry.  However, after watching this "family" tore apart by the cocaine epidemic, I asked the head of the "family" to buy my way out safely.  I'd seen what they did to those who tried to leave on their own.  They agreed and I was now an "independent" in the industry.

Word spread on the streets and this is when the REAL predators came to prey upon me - the LAPD and the CIA.  They were working together in what we now know as Iran Contra.  The corrupt police officers who were part of flooding this country with cocaine, all while blaming the African American community for this scourge, also ran a sex trafficking ring.  They supplied drugs and prostitutes to the wealthy elite of Hollywood - knowing the film industry affects the way the people of the world think.  They also needed pretty prostitutes to carry the drugs from the projects into the homes and hotels of Bel Air, Beverly Hills, etc.,  Which is why all of us "madams" such as myself, Alex Adams, and Cheri Woods were called upon to be part of this agenda.

We all went along as we were making money.  But when we were asked to supply them with women who had no "family" to ask questions about their disappearance to be sold to Saudi oil men, and drug dealers, who liked "white women" and wanted to collect them like Scarface collected white tigers - we balked.  This is why you can read how all of the top madams in the country, including Sydney Biddle Barrow, the Mayflower Madam, were all arrested in 1984.

Our faces and names were spread all over the media to make sure we couldn't not only not get a 9 to 5 job outside of the sex industry, but to further scare away all of our "regulars" who didn't want to risk any of the press coming on to expose them.  They confiscated all of our money and property, all while threatening us with other criminal charges.  The point was to make us more "hungry" and thus more "compliant".  

Movie and book contracts were offered to each of us to further ensure that "their" version of our stories were what went out to the press.  I was the only one of the bunch who insisted I would not allow propaganda to go out which wasn't revealing the "whole truth" about the sex industry, and what is now been defined by the term "sex trafficking".  I was then reminded I had signed a contract preventing me from speaking to the press without their consent.  In other words, I was being silenced legally in the form of a book and film option contract.  Clever.

Victims of this had no way out.  They couldn't call the police obviously for help as they were part of the problem.  Shelters weren't set up to protect us from the very systems funding their programs - who would then hand us over to them in two seconds if asked.  Their funding depended upon not "rocking the boat".  So I took an old warehouse I had once used as a brothel and created what I later learned was the first "safe house" for adults in this country.  I say "adults" because only one for juveniles had been created in 1979 by Lois Lee.  Since most of the people I saw being targeted by these predators were over 18 - we had a different issue which had to be addressed.  

The next thing I know I'm being set up and arrested for supposedly "running a brothel".  They gave me a $50,000 bail so the media could print what they wanted them to print and I couldn't come out and explain what was really going on by speaking for myself.  When I showed there was no evidence to support this charge - they arrested my mother.  When we fought her arrest - they threatened my 70 year old grandmother they knew wouldn't survive an arrest because of her age and frail health.  So I gave them their pound of flesh for two years.

Coming back when I was off probation in 1987 and launching the first hotline and 12 step program designed to stop criminalizing these victims to further silence and control them.  We were successful.  Our program "worked" not only at getting people out of the sex industry, rescuing them from sex trafficking operations, but also at coordinating the people to see the Trafficking Act of 2000 pass.

I thought we had achieved success.  Sex trafficking in America was now legally recognized.  Funds were going to be used to help these victims.  Our program had chapters meeting in every major city of the USA generating recovery.  In fact, if you look at any recognized survivor of sex trafficking in this country who went on to create their own local program to help prostitutes - they all came from our program.  For the first time in history, this community was recognized as people needing help - not as "criminals" or "whores".  We had achieved what Bill Wilson had when he not only created AA - but put into our consciousness alcoholism was a disease - not a crime as had been tried with Prohibition.

Jeane Palfrey was the first of us to have the black and white proof of how madams in this country were being sex trafficked not by pimps - but by our own government.  She released her "Black Book" to prove not only this was real, but also to show the connection between her and Randall Tobias - the man who swooped in with the TVRA of 2003 - and "hijacked" this movement right out from under us real survivors.  

Something the author of the Trafficking Act of 2000 himself, Michael Horowitz, has confirmed this movement has now been "hijacked by people seeking money and power".  Which happen to be the sex traffickers themselves.  Just as how in the day of Al Capone and Prohibition - the only ones being arrested were those in "competition" with the mob, which also wasn't even being acknowledged as 'real" back then either.  The reason the mob wasn't being acknowledged as real was because then it would become clear the only ones being arrested were those not feeding this criminal enterprise which had it's very roots in our courts, law enforcement, politicians and the church.  People who all profited by Prohibition while the alcoholic was still suffering and exploited.  

Sure the grip on the alcoholic was released, and placed upon the addict.  When the grip off the addict was released - now the "prostitute" became the "victim de jour" to now be simultaneously criminalized, exploited, and demonized.  Something happened in 2008 - this is when I saw something happening which confused me at first.  The people we had helped to exit and recover from the sex industry, whether trafficked or not, had gone out to start local programs to provide services and resources we couldn't as a 12 step program.  

In 2009, I watched as one by one each one of these programs were disbanded.  I watched as the founders were either murdered, framed, slandered, blackmailed, or just plain threatened right out of the field.  I saw a woman with no criminal history framed and sent off to prison for five years without a fair trial who had set up the first alternative sentencing program in Nevada.  They claimed it was "elder abuse" so she got no early release, no time off for good behavior, no reprieve.  

While REAL survivors were being silenced, I then saw the 'catfish" phony ones coming up out of the woodwork.  The Samoly Mam's, Rachel Moran's, Chong Kim, William Hilliar, Stella Marr - all completely funded by the same people who were being not only the hijacking of this movement, but further connected to the sex industry itself.  Why?  

For the same things which happened in Columbia in the 1990's - the inmates were now running the asylum.  In the 1990's if you tried to call and report something you knew to the authorities against the drug Cartel - they had systems in place to intercept those calls.  The caller then was met with either threats, or just plain whacked, depending on how much they knew or how much evidence they had against the Cartel.  The courts were so afraid to step against the Cartel - "faceless justice" committees had to be set up to try and hold up some accountability against them for their crimes.  Not just with respect to drug sales - but for things which have the Columbia people terrified and controlled.  The Cartel not only owned the soccer teams, but even the country's pharmacies, just to give you an idea about how much power they had.  

We were pushed out of the criminal justice system as an "alternative" to incarceration.  If you look at the time period of the late 1980's through the mid-1990's - you do not hear one story breaking loose in the media about corruption and prostitution and/or sex trafficking.  After being pushed out of the system however, we are now hearing about Joohon David Lee and now Celeste Guap.  Celeste was supposedly not only being "bought" by men in police uniform, even Chiefs of Police, but further tipped off to trafficking activities so she herself could remain trapped.  

Her mother was a 911 operator.  I've got a nice long list now of names of people who have called our hotline because they had tried to report sex trafficking to these new, well funded, "anti-trafficking task forces".  Only to be responded to the same way those in Columbia were responded to when they tried to "do the right thing" and report crimes they'd witnessed.  Celeste's mother being a 911 operator shows a system in place I'd like to know how a crime can be properly reported when there's a woman there knowing her very daughter's life is at stake should things go south.  

What happened to Celeste shows we've lost control.  I've been trying for a few years now on behalf of many victims just like her all over the country to get them help.  I'd like to know how they're supposed to stop being prostituted, when the people behind them are most of the police force, the sheriff's office, even again going up to men such as Joohon who is in Homeland Security, ICE, and the trafficking task forces?  A man who walks victims right past LAX security into this country on plane tickets bought by our own government.  Further, a man for who I've been told we STILL have no laws on the books to even charge this man with any crime other than "bribery" who is now driving a limo in Las Vegas as what the justice system says is "throwing the book" at him.

I've knocked on the doors of our Attorney General, Kamala Harris, as well as our prosecutor's office, who has included Jackie Lacey, and Nancy O'Malley, and the Chief of Police, Internal Affairs, even our governor's office saying I need to speak to them about what these victims are saying is happening to them, and what we're going to do to provide them with help.  When I first started our program, I used to be able to put many of the victims into drug treatment where the HIPPA laws used to protect them from being found by these traffickers and drug back or worse as we saw with what happened to Jeane Palfrey.  

Only to be ignored.  When the situation reached the point where Celeste's story hit the media, instead of her being referred to our program who has dealt successfully with victims just like her for 30 years - the same people who refused to help now step in to say "they're handling it".  Celeste was then sent to a treatment program which took a woman who was being raped for years by men in uniform that had security guards on the floor.  Guards who then took a woman turning to them for help and drug her off to be charged with assault.  Further given a $300,000 bail for the sole reason of silencing her to the media, as well as I'm sure doing to her what was done to me when I was arrested in the same manner in 1984 - to make sure she keeps her mouth shut about everything she knows.  

A woman who if you look on her social media is clearly still being used as a prostitute.  Is this by choice?  I'd like to know what "choice" is it when she's being blocked from even speaking to our organization by again the very people who are supposed to be helping her such as the prosecutor's office.  One who seems more interested in grandstanding for the upcoming election than in doing what is needed to help Celeste.  If Nancy O'Malley's interest was in helping Celeste - she would have turned her over to our program with a 30 year track record long before now.  No - she would have taken our calls three years ago when we called about her plight, and that of many women in this country right now just like her.  

I have gone down the line of speaking to these people.  I talked to the Attorney General's office who told me they can't do anything if the police aren't willing to put together an investigation and arrest the criminals.  I went to the police who told me they can't do this when they're going to risk their lives to put together a case - only to see it not taken to court because the prosecutor's office won't file.  The prosecutor's office has told me they don't see a point in filing when they know the judges are all either bought off, or too scared, to charge these criminals. The judge's tell me there's no point in going against the criminals when they know they're only going to be released early by an over-crowded correctional system which is now mostly for profit in this country.  

We used to be able to get the media to put pressure on the system to "do the right thing".  We last saw this happen with the Chris Butler case.  No one wanted to touch the guy - until the press exposed what he was doing.  THEN we saw the operation he was involved with exposed.  I'm not going to say shut down - because he was just replaced with someone else.  That is what "racketeering" laws are about - when the people within the system are just spokes on the wheel of a machine which keeps running no matter how many spokes are replaced.

Now we have another stack of reporters telling us they can't report on what's going on for one reason or another - either they're scared of winding up like Gary Webb did with his head shot off, or they don't want to wind up on the unemployment line only posting videos on youtube because no news agency will hire them.  

Is it important?  A reporter was confronted recently about why tapes concerning Donald Trump, a man running for the highest seat of power in this country, were not released sooner.  The reporter honestly said it wasn't released because of the stranglehold on the media for who if he had - then not only would no one have not heard it anyway, but that he would then be completely banned from working within the media again because the company producing the segment was also the same company producing the show with Donald Trump.  So yes - when this is affecting what we know about people running for President of this country then it is a "big deal" when the media is being choked. 

Noam Chomsky has said "propaganda is to a democracy what a gun is to a dictator".  Only we the public are the ones being fired upon here. Now I don't care how well Celeste is treated at this point - the system itself which created this situation is not being addressed.  It was not being addressed when I started knocking on these doors a few years ago, when I was going to reporters telling me they're being silenced, nor is it being addressed now for the sake of all the other victims of sex trafficking, and the related corruption.

If I'm being told by every office within our legal and political system there's nothing they can do on their own because of how the other offices aren't cooperating with them for one reason or another - then what is the solution?  At first I thought applying the racketeering laws might be an answer.  When I turned to Kamala Harris' office and pushed on her to do this - she announced she's "running for senate" and put up her donation site.  Okay that's not a solution.  

Then I thought maybe if we set up our own "faceless justice committee" who could do their job without fearing their children, or grandchildren, would be slaughtered on the way to school for doing so.  Who look to Mexico where 44 students have disappeared not long ago and no one is doing anything about this either they've lost so much control after having Pablo Escobar sitting in their Congress.

Only modern surveillance technology has created the environment where what worked in the 1990's for Columbia won't work in a day and age where our phones are the same as tracking and surveillance devices.  

So what is a solution here to a train that's gone off the rails to bring things back on track?  I prayed for insight and believe it or not - I looked up and was watching an old Billy Jack movie.  I couldn't believe what I was seeing - absolutely everything I'm seeing now was in this 1970's movie which he wrote and directed to show the corruption behind a nuclear plant being built where he was wanting to instead build a youth center to help troubled kids.  

In this film, he was talking about a "national referendum" was the solution.  I had no idea what this was and in fact don't remember anyone in this country, not even Obama, saying this term.  I'd like to know more about it so I looked up Tom Laughlin's contact information just now - only to find out he's passed.  

So I'm going to hope this reaches some survivors over there who would be willing to talk to me more about this subject.  I was a kid when this film came out and all I remember about Billy Jack was the martial arts, the cool song, and the way he reminded me of an American "Kung Fu" version of David Carradine.  But clearly the man was ahead of his time.  I could see that when reading how he had to book his films into theaters himself at first.  

Tom was clearly ahead of his time.  But for now - he's "right on time" with this idea.  Please get in touch with me so I can learn more about what a "national referendum" is.  Building nuclear plants is one thing - but when we've reached the point where our children are being trafficked and there's nothing that can be done to stop it, to where when their plight comes out to the light THEY'RE  the ones arrested, held on a $300,000 bail, and having their face plastered all over the media INSTEAD of the men who preyed upon her, and her family, as well as many others, then we need to do something different.
